No person shall put or place or cause to be
put or placed in any street or other public place in town, any house
dirt, ashes, filth, shells or other kind of rubbish or litter, or
throw any handbills, circulars, pamphlets, advertisements or other
papers, except newspapers to purchasers thereof.

The provisions of this Article shall be enforced
by local police, Massachusetts Environmental Police and local officials
appointed to enforce these regulations.
