A. 
The Board of Selectmen of the Town shall act as the Board of Sewer Commissioners pursuant to MGL C. 83, § 1, and shall have all the powers and authority usually conferred upon a Board of Sewer Commissioners by law. At the direction of the Board of Selectmen, all sewer functions and services, including maintenance and distribution of sewers and sewerage systems, and sewage treatment and disposal, shall be performed by the Department of Public Works.
B. 
The Department of Public Works, acting at the direction of the Board of Selectmen, shall have and exercise all the powers vested in the Town by the General Laws and Special Acts pertaining to sewer systems. The Board of Selectmen may appoint such officers, agents and assistants as shall be necessary to accomplish the administration of the sewage system.
C. 
The Director of the Department of Public Works shall, on or before each July 31, present to the Board of Selectmen a report on the condition of the Town's sewers and sewerage systems and the lands and other property connected therewith.
D. 
The Board of Selectmen, or its designee, shall assess all charges for the use of Town sewers in accordance with the rates as established from time to time, and the same shall be committed to the collector, who shall, after notice to the persons to whom they are assessed, collect the same and pay the proceeds to the Town Treasurer. All charges for sewer use shall be due and payable to the collector at the time when he shall mail or deliver to persons assessed notice of commitment of the same to him.
E. 
The Board of Selectmen shall have the authority and the duty to adopt, issue and administer rules and regulations for the administration and operation of sewer functions and services, sewer usage and all subjects related to the functioning of the sewerage system.
Until a Board of Sewer Commissioners has been elected as provided for in MGL c. 83, § 1, the Board of Selectmen may appoint a committee to carry on the work of such Board. Said committee shall serve without compensation and shall have, subject to the approval of the Board of Selectmen, all the powers and authority conferred under this chapter on the Board of Selectmen, and all the powers and authority usually conferred upon a Board of Sewer Commissioners by law.

The Board of Selectmen may make contracts with, or may go to the aid of, any other city, Town, commission or district with regard to the operation, repair and maintenance of physical properties of its system or systems of sewers and drains as are authorized by Chapter 343 of the Acts of 1992, amending MGL c. 83, § 1.
