Any building other than a residential building of fewer than six units,
which has a fire alarm system or other fire protection system, shall provide
a secure key box installed in a location accessible to the Fire Department
in case of emergency. This key box shall contain keys, keycards, and/or codes
to gain access to the building, to fire alarm control panels, elevators, or
any other key or key-type device necessary to operate or service fire protection
systems.
The key box shall be a type approved by the Chief of the Westminster
Fire Department and shall be located and installed as approved by the Chief.
All existing buildings shall be required to comply within 36 months
of the effective date of this chapter in all commercial buildings not normally
occupied 24 hours.
All newly constructed buildings regardless of use of occupancy, except
residential dwellings under six units, shall have installed an approved key
box system.
All buildings equipped with elevators shall be provided with a master
key security box so as to have an elevator key on hand.

The owner of the building is responsible for obtaining and mounting
the key box on the building at a location approved by the Fire Chief or his
designee. The occupant of the building is responsible for providing the initial
keys, keycards, and/or codes and updated keys, keycards, and/or codes to the
Fire Department at time of occupancy or within one week of any changes.

Any person violating any provision of this chapter shall be fined not
more than $300 for each offense.
