A. 
When the need for entrance pipe or pipes is caused by a change in drainage made by the County Roads Board, said Board will provide the pipe and other material as well as labor and equipment necessary for the installation.
B. 
When the need for such entrance pipe or pipes is caused by a change in drainage or new road or driveway made by other than the County Roads Board, the Board will provide materials, other than pipe, as well as labor and equipment necessary for installation.
A. 
Pipe shall be new bituminous-coated corrugated galvanized steel of a size as determined by the County Roads Board and shall be the following minimum lengths:
(1) 
Private drives: twenty (20) feet minimum; forty (40) feet maximum.
(2) 
Field entrance: twenty-four (24) feet minimum; forty (40) feet maximum.
(3) 
Commercial entrance, including broiler houses: forty (40) feet minimum or as approved by the Dorchester County Roads Board.
B. 
Property owners desiring other than the above driveway entrances or requesting permission to install longer lengths of pipe may purchase additional pipe from the County Roads Board. The installation of additional pipe and necessary cover material will be accomplished by private contractor at the property owner's expense. In addition, catch basins or junction boxes built to County Roads Board specifications will be installed each forty (40) feet of the line of entrance pipe. The County Roads Board will provide cleanout and normal maintenance of entrance pipes after installation, but if any future changes are necessary, including replacement or change in pipe size, this will be at the property owner's expense. All work must be approved by and supervised during installation by the County Roads Board.
In an installation where the county is responsible for supplying pipe, any length in addition to minimums stated above will be at the expense of those requesting the additional length.
When installed. all entrance pipes become the maintenance and replacement responsibility of the county and therefore shall become the property of the county, except in § 137-2B of this Article.
No installation of entrance pipe shall be done by the property owner, except as stated in § 137-2B of this Article.
All pipes supplied by the county will be paid for before installation is made.
This Article shall apply to all driveways and alleys adjacent to a county road where an entrance pipe is required.
Any person violating this Article shall be guilty of a misdemeanor and, upon conviction thereof, shall be fined not exceeding one hundred dollars ($100.) for any such violation and shall be required to correct the violation in accordance with regulations stated above in this Article.
