The Board of Trustees of the Village of Carthage, having determined that the administrative workload of the Village has greatly increased due to the expansion of Fort Drum and the resulting social and economic growth in the Village, thus placing a greater emphasis on the need for the coordination of the activities of Village department heads and staff, enforcement of local laws and codes of the Village, supervision and control of expenditures and responsiveness to inquiries from citizens, finds that it is necessary, desirable and more efficient that primary responsibility for these activities be delegated on a daily basis to an employee in the position of Village Administrator to be created by this chapter.
This chapter shall be known as the "Village of Carthage Village Administrator Law."
A. 
The position of Village Administrator is hereby established for the Village of Carthage.
B. 
The Village Administrator shall be appointed by the President, subject to the approval, by majority vote, of the Village Board of Trustees and shall serve at the pleasure of the Board of Trustees. The person appointed may but shall not be required to hold another office in the Village; provided, however, that no member of the Board of Trustees or any other department head may be hired as Village Administrator. The Village Clerk may be hired as Village Administrator.
C. 
The person appointed shall indicate his/her acceptance of the appointment by entering into a written contract of employment with the Village Board, on such terms and conditions, including compensation, as the Village Board may, by resolution, set from time to time.
The Village Administrator shall act as executive assistant to the President and the Village Board of Trustees. Subject to the approval, direction and control of the President and the Board of Trustees and in accordance with and subject to such rules and regulations as may be promulgated by the President and the Board of Trustees by resolution, the Village Administrator shall:
A. 
Administer the policies, rules, regulations, resolutions, ordinances, local laws and codes of the Village efficiently and fairly.
B. 
Act as liaison and supervise and coordinate the activities of all Village departments and employees in accordance with the adopted policies of the Board of Trustees.
C. 
Act as liaison and supervise and coordinate the interaction of the Village with all other municipalities and/or governmental agencies in accordance with the policies of the Board of Trustees.
D. 
Administer, supervise and monitor for compliance all contracts between the Village Board, or any other board or department of the Village, and third parties.
E. 
Refer all inquiries by residents of the Village or other interested persons to the appropriate Village official or department head for investigation or response.
F. 
Attend meetings of the Board of Trustees and supervise the preparation of agenda and minutes of such meetings.
G. 
Recommend measures, programs or litigation to the Board of Trustees to improve the efficiency or economy of Village government.
H. 
Advise the President and the Board of Trustees of the financial condition of the Village.
I. 
Oversee and coordinate the purchasing procedures of the Village.
J. 
Act as budget officer when so designated by the President.
K. 
Act as Freedom of Information Officer under Article 6 of the New York State Public Officers Law.
L. 
Develop, implement, oversee and supervise proper recordkeeping policies for all departments of Village government.
M. 
Act as personnel officer by assisting with interviews of candidates for employment, performing periodic evaluations of employee performance, making recommendations to the Board of Trustees regarding hiring and firing, administering employee benefit programs, monitoring sick leave and vacation time and administering and monitoring all employment contracts.
N. 
Conduct a continuing study of all functions and activities of the Village for the purpose of devising ways and means of obtaining greater efficiency and economy in the performance of Village governmental functions.
O. 
Such other duties, not inconsistent with law, as from time to time may be established by resolution of the Board of Trustees.
The Village Administrator shall physically reside in the Village of Carthage; provided, however, that the Board of Trustees may appoint a nonresident, on the express condition that that person shall become a resident within 90 days of appointment. The Village Administrator shall remain a resident during his/her tenure of office. This provision shall not prohibit the Village Administrator from maintaining a seasonal residence outside the Village, provided that such residence does not interfere with his or her duties. If the Village Administrator shall, for a continuous ninety-day period, cease to physically reside in the Village of Carthage except as aforesaid, then the Village Administrator position may be declared vacant by the Village Board.
Nothing herein contained shall be deemed or construed as abolishing, transferring or curtailing any powers or duties of the Board of Trustees, President, Treasurer or Clerk as prescribed by the Village Law or other applicable laws of the State of New York or as established by the Charter of the Village of Carthage.
