[HISTORY: Adopted by the Board of Trustees of the Village of Carthage 2-6-1967 as Chapter 6 of the 1967 Code of the Village of Carthage. Amendments noted where applicable.]

A. 
No bicycle shall be ridden within the Village of Carthage by any resident thereof unless the owner or person having control or custody thereof shall first have registered said bicycle with the Clerk of the said Village and shall have procured from the said Clerk a sticker that shall be placed upon the frame of the bicycle, under the seat.

B. 
Upon such registration, a fee of $0.25 shall be paid to the said Village Clerk.
C. 
With respect to bicycles owned by minors, the parent or guardian of the said minor shall be and he hereby is made responsible for such registration.
In the event of change of ownership of a registered bicycle, the existing registration is terminated and the new owner shall procure a new registration.

Registrations applied for and stickers issued on such application shall expire on the 31st of December of each year. Registration shall be renewed annually in the same manner and upon payment of the annual fee as above provided to take effect on the first of January in each year; provided, however, that in order to give ample opportunity for registration, any registration in effect on the last of December may be used during the month of January following for the operation of the bicycle for which it was issued.
No person shall ride or propel any bicycle upon any sidewalk in such a manner as to interfere with any pedestrian thereon. No person over 10 years of age shall ride a bicycle upon any sidewalk in said Village.
No person shall ride or propel upon any public highway a bicycle unless it has adequate brakes, horn, bell or other warning device and approved front and rear reflector and a head light visible 500 feet, if such bicycle is ridden after dusk. ("Dusk" means the period from 1/2 hour after sunset to 1/2 hour before sunrise.) All bicycles must be equipped as provided for by Article 5A, § 79, of the Vehicle and Traffic Law of the State of New York.[1]

No person operating or propelling a bicycle upon the public streets of said Village shall carry any other person on said bicycle, and no person, while riding or propelling a bicycle, shall hold on to any moving bus, truck or other vehicle.
All persons riding or propelling bicycles shall observe all traffic signs, stop at all stop signs and shall further observe all traffic rules and regulations applicable thereto and shall turn only at intersections, signal for all turns, ride to the right-hand side of the street or highway, pass to the left when passing overtaken vehicles that are slower moving and shall pass to the right when meeting another vehicle.
No bicycle may be left standing or lying in any manner on any part of the public highway or sidewalk within the Village of Carthage, New York.

In addition to any penalties otherwise described in this chapter, the Chief of Police of the Village of Carthage shall have sole authority, in his discretion, to inflict the following penalty for the violation of any part of this chapter: the bicycle of the offending person, adult or minor may be taken and held by the Police Department for a period of from three to 30 days, depending upon the circumstances of the violation and the number of previous violations, if any.

Any person over 16 years of age committing an offense against any provision of this chapter shall be subject to the penalties set forth in Chapter 5 of this Code.
