§ 76-1 License required for handling fireworks; permit authority.
The sale, distribution or possession of fireworks as defined in Chapter
387 of the Laws of 1940[1] is hereby prohibited in the Village of Carthage unless a license
has previously been issued for such purpose by the State of New York, hereby
designated the permit authority of the Village of Carthage with the powers
and duties granted to the permit authority by said statute.

§ 76-2 License required for handling explosives; issuance.
The storage, use or transportation of any high or low explosives, fuses
or electric blasting caps or any other explosive compound or dangerous article
is hereby prohibited, unless a license has previously been issued for such
purpose by the State of New York, hereby empowered to issue a license therefor
upon proof to its satisfaction that all applicable statutes, rules and regulations
have been or will be complied with.
§ 76-3 Carrying firearms on public streets; discharge of firearms.
The carrying on the public streets or parkways or the use or discharge
for recreational purposes in the Village of Carthage of any rifle, pistol,
shotgun or other firearm is hereby prohibited.
§ 76-4 Penalties for offenses.

Any person committing an offense against any provision of this chapter shall be subject to the penalties set forth in Chapter 5 of the Code.
