There shall be a period of two weeks in April of every year, the exact dates to be set by motion of the Village Board, during which materials compiled in the process of a normal spring yard cleanup of property in the Village shall be collected by Village collection crews.
Materials collected under the provisions of this article shall include sand accumulated in yards from being spread upon roads during the winter season, brush, limbs and leaves. Such materials shall not include garbage, such as kitchen wastes, building materials or other similar discarded items which may be picked up by means of commercial refuse haulers.
At such time as the Village Board adopts a motion pursuant to § 84-5 above, said Board shall also designate, by motion, one weekday for regular pickup of brush, limbs and leaves providing such weekly collection during the period of April 1 through September 30.
Where possible, materials to be collected pursuant to this article shall be placed in receptacles or cardboard boxes or suitably bound. Such materials shall be placed between the sidewalk and the road, but not on the road or in the gutter.
