A. 
The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
B. 
Wherever a space shall be marked off on any street for the parking of an individual vehicle, every vehicle there parked shall be parked within the lines bounding such space.
C. 
Except where angle parking is authorized, every vehicle stopped, standing or parked upon a highway where there are no adjacent curbs shall be so stopped, standing or parked parallel to the edge of the roadway headed in the direction of lawful traffic.

Parking on any public street of the Village is prohibited between the hours of 2:00 a.m. and 6:00 a.m. of any day from November 1 to April 1. In addition to any police officer/peace officer, the DPW Superintendent, the Deputy DPW Superintendent and the DPW Working Foreman are hereby given the authority to issue appearance tickets for violation of this section.

A. 
The parking of vehicles is prohibited at all times on those streets or parts of streets described in Schedule XI (§ 135-58).
B. 
There shall be no parking at any time within 20 feet of either side of a fire hydrant.
C. 
There shall be no double parking allowed at any time on any street within the Village of Carthage except as follows:
(1) 
During funerals with prior permission. of the Police Department.
(2) 
For commercial vehicles for up to 15 minutes for the purposes of loading and unloading.
D. 
No individual shall park in a manner which shall obstruct a crosswalk, a driveway or a sidewalk.
E. 
No person or entity shall leave, place, park or station or cause to be left, placed, parked or stationed any motor vehicle or other vehicle between the curbing of any street in the Village of Carthage, New York, and the sidewalk of such street or upon the sidewalks on any street in the Village of Carthage.

The parking of vehicles is hereby prohibited in the locations described in Schedule XII (§ 135-59) during the hours indicated.
The parking of vehicles is hereby prohibited in the locations described in Schedule XIII (§ 135-60) for a longer period of time than that designated, during the hours indicated.
The standing of vehicles is hereby prohibited in the locations described in Schedule XIV (§ 135-61) during the hours indicated.
The stopping of vehicles is hereby prohibited in the locations described in Schedule XV (§ 135-62) during the hours indicated.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XVI (§ 135-63) attached to and made a part of this chapter except as designated and only within the painted white stall lines.
The locations described in Schedule XVII (§ 135-64) are hereby designated as bus stops, and the parking or standing of vehicles other than buses is hereby prohibited in such locations.
The locations described in Schedule XVIII (§ 135-65) are hereby designated as taxi stands, and the standing or parking of vehicles other than taxis is hereby prohibited in such locations. Taxis using such stands shall not be left unattended and shall be subject to all other vehicle and traffic regulations of the Village.

No person other than a person displaying the necessary accessible parking sticker shall be allowed to park in any of the locations described in Schedule XVIIIA as set forth in § 135-65.1.

The parking space on the south side of State Street closest to the southeast intersection of State Street and South Mechanic Street shall be designated for parking for police vehicles only. It shall not be designated as parking for the general public.

A. 
No trailer, camper, recreational vehicle, dumpster or storage container may be parked or deposited within a Village of Carthage street right-of-way without first obtaining a permit to do so from the Village Police.
B. 
Any permit issued pursuant to this section shall be issued for a limited period not to exceed eight hours. Such eight hours shall be limited to daylight hours only. The purpose for the parking shall be only for active loading or unloading. The permit will state the exact hours.
C. 
With respect to dumpsters and storage containers, the Chief of Police shall have the discretion to extend this time period for up to a period of one week at a time where a condition such as construction, demolition or moving are taking place. In doing so, the Police Chief shall have the ability to designate the exact location, when required, to maintain sight distances and safety.
D. 
The Board of Trustees of the Village of Carthage shall establish a fee for such permit. Such fee shall be established from time to time by resolution of the Village Board.
E. 
In the event of a violation of this section, in addition to any other fines that may be imposed, the police shall also have the authority to authorize removal of the offending trailer, camper, recreational vehicle, dumpster or storage unit at the owner's/renter's expense.

The parking lot on the east side of the first block of North Mechanic Street is hereby designated as "parking by permit only" for those 24 spaces to the north of the entrance of the parking lot. Permits for parking in this lot may be obtained from the Village Clerk on a monthly, annual or long-term continual basis with the fees to be set from time to time by the Village Board by resolution.
