Traffic control devices, either signs or markings, or both, shall be installed and maintained at the locations described in Schedule XIX (§ 135-66), designating the location as a crosswalk, and the appropriate provisions of the Vehicle and Traffic Law of the State of New York shall apply to pedestrians and vehicles approaching or entering the same.

Traffic control device(s) either by signs or markings or both may be installed at location(s) described in Schedule XXI of § 135-68 designating areas in which a blind person may reside.
