As used in this article, the following terms
shall have the meanings indicated:
Every device in, upon or by which any person or property
is or may be transported or drawn upon a highway, except devices moved
by human power or used exclusively upon stationary rails or tracks.
Any vehicle parked or abandoned on any highway
within the Village of Carthage during a snowstorm, flood, fire or
other public emergency or found unattended where it constitutes an
obstruction to traffic or any place where stopping, standing or parking
is prohibited or anytime when stopping, standing or parking is prohibited
may be removed by the police.
After removal of any vehicle, as provided in
this article, the police may provide for the storage of such vehicle
in a suitable place at the expense of the owner. Such owner or person
in charge of the vehicle may redeem same upon payment of all expenses
and charges actually and necessarily incurred for such removal and
storage.
It shall be the duty of the police to ascertain
to the extent possible the owner or person in charge of any vehicle
removed and stored pursuant to this article and to notify said person
of the removal and disposition of such vehicle and of the amount which
will be required to redeem same.
