A. 
Conformity with General Plan. The arrangement, width, location and extent of marginal access, minor and collector streets should conform to and be in harmony with the General Plan for the Village. Streets not in the General Plan should conform to the recommendation of the Planning Board based on existing and planned streets, topography, public safety, convenience and proposed uses of land.

B. 
Arrangement. Residential minor streets shall be designed to discourage through traffic whose origin and destination is not within the subdivision.
C. 
Location. When a proposed subdivision is adjacent to or contains a state highway, the Planning Board may seek information from the New York State Department of Public Works as to the status of said highway in reference to right-of-way and direction. The Planning Board may require a marginal street approximately parallel to and on each side of such a right-of-way at a distance suitable for an appropriate use of the intervening land as for park purposes in residential districts or for commercial or industrial purposes. Such distance shall also be determined with due regard for the requirements of approach grades and future grade separation. Railroad rights-of-way shall receive similar consideration.

D. 
Intersections. Streets shall intersect one another at angles as near to a right angle as possible, and no intersections of streets at angles less than 60º shall be approved. Street intersections shall be rounded with a radius of 25 feet measured at the right-of-way line when such intersection occurs at right angles. If an intersection occurs at an angle other than a right angle it shall be rounded with a curve of radius acceptable to the Planning Board. Street jogs with center-line offsets of less than 125 feet shall be avoided.

E. 
Dead-end streets. The maximum length of a dead-end street shall be 400 feet. Each dead-end street shall be provided with a turnaround having a minimum right-of-way radius of 50 feet. The road surface within the dead-end street shall have a minimum radius of 40 feet. Dead-end streets designed to be so permanently shall not be permitted unless provided with a turnaround.
F. 
Half streets. Dedication of half streets shall be prohibited, except when essential to the reasonable development of the subdivision in conformity with the other requirements of these regulations and where the Planning Board finds it will be practicable to require the dedication of the other half when the adjoining property is subdivided. Wherever a half street is adjacent to a tract to be subdivided, the other half of the street shall be platted within such tract.

G. 
Curves. Radii of center-line curvature:
(1) 
Collector street: 19º, radius of 300 feet.
(2) 
Minor street: 28º, radius of 200 feet.
H. 
Width and pavement. Unless otherwise shown on the General Plan the following standards shall be followed:

In order to facilitate drainage, no street grade shall be less than 0.5%.
I. 
Dedication. Approval of a plat shall not be an acceptance by the public of the dedication of any street, highway, or other way shown upon the plat.
J. 
Alleys. Alleys shall not be permitted in residential areas. In commercial and industrial districts, definite and assured provision shall be made for service access, such as off-street parking, loading and unloading consistent with and adequate for the uses proposed. The width of an alley shall not be less than 24 feet where permitted. A dead-end alley shall be avoided where possible.
K. 
Names and numbers. Names of new streets shall not duplicate existing or platted streets. New streets which are extended or in alignment with existing streets shall bear the name of the existing streets.

House numbers shall be assigned in accordance with the house numbering system now in effect in the Village.
L. 
Street signs. The subdivider shall provide and erect street signs of a type to be approved by the Village Engineer at all street and road intersections prior to acceptance of the constructed streets.
M. 
Trees. Street trees should be provided outside of the street right-of-way and planted in such a manner as not to impair visibility at any corner or corners.
A. 
Location. All lots shall abut by their full frontage on a public street.
B. 
Dimensions. The lot size, width, depth, shape, and area and the minimum setbacks shall comply with Chapter 250, Zoning, of this Municipal Code, and the following requirements:

(1) 
Where an overall design for a business section is submitted for an area of three acres of more, the Planning Board may not require the platting of individual lots. In such cases, the development plans for the aforementioned business development shall be submitted to the Planning Board for consideration and approval prior to the filing of the application for building permits.
(2) 
Where the land to be occupied by a subdivision cannot be served by a public sewer system, the Planning Board may require that the lot size be increased to ensure proper sewage disposal.
C. 
Double frontage lots. Frontings on two streets, other than corner lots, shall be discouraged. Where essential to provide separation of residential development from traffic arteries or to overcome specific disadvantages of topography and orientation, the Planning Board may require a planting screen easement at least 10 feet wide, across which there shall be no right of access along the line of lots abutting such traffic artery or other disadvantageous use.

D. 
Setback. The provisions of Chapter 250, Zoning, of this Municipal Code shall apply regarding setback lines.
E. 
Lot lines. Side lot lines shall be approximately at right angles to the street or radial to curved streets. On large-size lots and except when indicated by topography lot lines shall be straight.
F. 
Corner lots. Lots for residential use shall have extra width to permit appropriate building setback from and orientation to both streets.
A. 
Length. Block length shall not exceed 1,600 feet or be less than 400 feet.
B. 
Width. Block width shall be planned to provide two rows of lots.
A. 
Methods. Consideration shall be given to the allocation of areas suitably located for community purposes as indicated on the General Plan and be made available by one of the following methods:
(1) 
Dedication to the Village;
(2) 
Reservation of land for the use of property owners by deed or covenant; or
(3) 
Reservation for acquisition by the Village within a reasonable period of time. Said reservation shall be made in such manner as to provide for a release of the land to the subdivider in the event that the Village does not proceed with the purchase.
B. 
Reservation of other areas. The Planning Board may require the reservation of other areas or sites of a character, extent and location suitable to the needs of the Village, such as water plants, sewage treatment plants and other community purposes not anticipated in the General Plan.

A. 
As a safety measure for the protection of the health and welfare of the people of the Village, land which is found to be unsuitable for subdivision due to flooding, swamps, bad drainage and other harmful features shall not be subdivided until adequate methods are formulated by the subdivider and approved by the Planning Board and the Village Engineer. Before final approval the subdivider shall, in lieu of the improvement, furnish a surety bond or certified check covering the cost of the required improvements.

B. 
Subdivision proposals shall also comply with with the provisions of Chapter 122, Flood Damage Prevention, and Chapter 127, Freshwater Wetlands, of this Code.

A. 
The violation of any of the provisions of this chapter shall be deemed an offense, and upon such conviction, such offender may be punished by a fine not to exceed $250 or imprisonment for not more than 15 days, or both. For a repeat offender, the maximum penalty shall be two times that set forth in this section. In either case, each day that such violation shall continue shall constitute a separate violation.
B. 
The foregoing shall not be deemed the sole right and remedy of Village relative to enforcement, and the Village may also, or alternatively, assert and pursue any other rights, any and all civil or criminal actions, proceedings or remedies available at law.
