The provisions of this article shall apply except when it is necessary
to stop a vehicle to avoid conflict with other traffic or in compliance with
the directions of a police officer or official traffic control device.

The parking of vehicles is hereby prohibited on all highways within
the Village of Central Square from October 1 through May 1 between 12:00 midnight
and 6:00 a.m.
