Pursuant to the authority vested in this Council by virtue of Article 12-A of the General Municipal Law of the State of New York, there is established a Commission, to be known as the "Planning Commission of the City of Watertown, New York."
Such Commission shall consist of seven members appointed by the Council of the City of Watertown.
The term of office of the members of said Commission shall be three years, except that on the creation of this Commission, three members thereof shall be appointed for terms ending December 31, 1952; three members for terms ending December 31, 1953; one member for a term ending December 31, 1954; and upon the expiration of any of the foregoing terms, appointments shall be for a full term of three years.
All appointments to fill vacancies shall be for the unexpired term.
Not more than two members of said Commission shall hold any other public office in the City of Watertown.
The Commission shall elect annually a Chairman from its own members. It shall have the power and authority to employ experts, clerks and a secretary and to pay for their services and such other expenses as may be necessary and proper, not exceeding, in all, such annual appropriation as may be made by the City Council for said Commission.
The members of such Commission or Board shall each receive annual stipends of $750 per year. Additionally, said members shall also be reimbursed for such expenses as they may incur in the performance of their duties as long as funds are available within the limits of the annual appropriation made by the City Council for the work of the Commission.
The Commission shall have the following general powers:
Any board, commission or other public officer of the City of Watertown, which is the final authority thereon before final action thereon by such authority, shall refer to the Commission for report thereon:
The adoption of any map or plan of said City or part thereof and plans or maps for any public waterfront or marginal street or public structure upon, in or in connection with such front or street; an change of any such maps or plans, the location of any public structure, bridge, statue or monument, highway, park, roadway, square, playground or recreation ground or public open place of the City of Watertown.
Any other matter involving the planning of public improvements in the City of Watertown may be referred to said Commission by the City Council.
The Commission may make such rules for the conduct of its business as are not contrary to law.
Pursuant to § 27 of Article 3 of the General City Law of the State of New York, the Planning Commission or Board heretofore created in and for the City of Watertown shall be and hereby is continued with the members thereof hereafter to be appointed in accordance with Article 12-A of the General Municipal Law of the State of New York, and in addition to the powers and duties specified in Article 12-A of the General Municipal Law, said Commission or Board shall have hereafter all of the powers and duties specified for a Planning Board, as provided in Article 3 of the General City Law and acts amendatory thereto, and henceforth the Planning Commission shall be the Planning Board.
