The Township of Hatfield hereby signifies its intention and desire to organize an authority under the Municipality Authorities Act of May 2, 1945 (P.L. 382), and its amendments.[1]

The President and Secretary of the Commissioners of Hatfield Township are hereby authorized and directed to execute on behalf of the Township of Hatfield Articles of Incorporation for said Authority in substantially the following form:
Articles of Incorporation
TO THE SECRETARY OF THE COMMONWEALTH, COMMONWEALTH OF PENNSYLVANIA:
In compliance with the requirements of the Act of May 2, 1945, P.L. 382, as amended, the Board of Commissioners of Hatfield Township, a municipal corporation of the County of Montgomery and Commonwealth of Pennsylvania, desiring to organize an Authority does hereby certify:
1.
The name of the Authority is Hatfield Township Municipal Authority.
2.
Said Authority is formed under the Act of May 2, 1945, P.L. 382, as amended.
3.
No other authority organized under said Act of May 2, 1945, as amended and supplemented, or by any previous Act of Assembly authorizing and regulating municipal authorities is in existence in or for the incorporating municipality, the said Township of Hatfield, County of Montgomery, Commonwealth of Pennsylvania.
4.
The name of the incorporating municipality is Township of Hatfield and the names and addresses of its municipal authorities are as follows: [Here followed the names and addresses of the municipal officers.]
5.
The names, addresses and terms of office of the first members of the Board of said Authority are as follows: [Here followed the names, addresses and terms of office of the first members.]
6.
The project or projects to be undertaken by said Authority shall be projects permitted and authorized by the laws of the Commonwealth of Pennsylvania as the Township of Hatfield may from time to time, by ordinance, specify.

Each member of the Hatfield Township Authority Board of Directors shall be entitled to expense compensation out of Hatfield Township Municipal Authority funds in the sum of $50 per month, provided the Municipal Authority Board member has attended the majority of the monthly meetings of the Authority on an annual basis. Said compensation shall be payable commencing as of January 1, 1986, and continue until such time as this article is revoked or amended by the Hatfield Township Board of Commissioners.

Each member of the Hatfield Township Municipal Authority Board of Directors shall file an executed Ethics Form provided by the Pennsylvania State Ethics Commission annually with the Secretary of Hatfield Township by not later than April 30 of each year, or the Treasurer of the Hatfield Township Municipal Authority is not authorized to make expense compensation payments as described in § 5-3 above.
