As used in this article, the following terms shall have the meanings indicated:
COMMISSIONERS
The Hatfield Township Board of Commissioners.[1]
LEASH LAW
Any person owning, responsible for, having custody of any dog(s) must have said dog(s) on a leash(es), not exceeding six feet in entire length, including hand loop, attached from collar and/or harness, accompanied by a person able to fully control said dog(s) at all times while on public property unless designated otherwise with appropriate signage, such as the Hatfield Township Dog Park.

PARK SYSTEM
All lands owned or leased by Hatfield Township to be used for any type of recreational purpose or activity. The said lands shall include, but not be limited to, detention basins, park areas, open space land areas, and pipe easements, but shall not include areas on which principal municipal buildings are located.
PARKS AND RECREATION BOARD
The Hatfield Township Parks and Recreation Board.
POOL ADVISORY BOARD
The Pool Advisory Board shall be comprised of members from Hatfield Township and Hatfield Borough.

A. 
The below listed rules and regulations shall apply to the Hatfield Township park system:
(1) 
No person shall enter or leave a Township park except by the entrances provided for that purpose.
(2) 
No person shall stand or lie on benches or tables in a Township park.
(3) 
No unauthorized person shall enter a toilet set apart for the use of the opposite sex located within the park system.

(4) 
No intoxicating beverages or illegal substances shall be sold, possessed, distributed or consumed within the park system.

(5) 
No intoxicated person shall be permitted in a Township park.
(6) 
No obscene or indecent act shall be allowed in the park system.

(7) 
No abusive, indecent or threatening language or conduct that may annoy others shall be allowed in the park system.
(8) 
No person shall solicit alms or subscriptions in a Township park unless authorized by Hatfield Township.

(9) 
Dogs shall be allowed in all parks except School Road Park and Schweiker Park. Dogs shall be effectively controlled in accordance with the "Leash Law" defined above. Pets are prohibited from all athletic fields, playgrounds or fenced court surfaces in all parks. Owners and/or guardians are responsible for the immediate cleanup and proper disposal of any solid wastes by their dogs.

(10) 
No person shall sell or expose for sale any tickets of any kind in a Township park unless authorized by Hatfield Township.

(11) 
No person shall sell or expose any articles for sale within a Township park, with the exception of authorized users of the facility.

(12) 
No person shall discharge any fireworks in a Township park.
(13) 
No person shall operate a minibike or snowmobile on any roadway, blacktop area or parking area or in any other area of a Township park. No person shall park an automobile or any other vehicle on the grass, in any roadway or section of ground except in spaces definitely allocated for parking purposes, and no person shall operate any form of motorized vehicle in the grass area of the park system unless specifically authorized by Hatfield Township.

(14) 
No person or persons shall occupy a parked vehicle after dark within the Township park.
(15) 
No persons shall, in any way, injure or foul any buildings, equipment or water within the park system.
(16) 
No person shall carry bows and arrows or other projectile devices within the park system unless authorized by Hatfield Township. This section shall not apply to firearms, the carrying and discharge of which are governed and regulated by state and federal law.

(17) 
No person shall throw any dead animals or offensive matter or substance of any kind within the boundaries of the park system.
(18) 
No person shall scatter, drop or leave in any portion of the park system, except in the receptacles provided for the purpose, any piece of paper, rag, garbage, dead flowers, glass, tin containers or other rubbish.
(19) 
No person shall injure, deface or destroy any notices, rules or regulations for the governing of the park system posted or in any other manner permanently fixed within the limits of the same.
(20) 
No placard, advertisement, public notice or personal card, except park notices, rules and regulations, shall be distributed, posted or affixed in any manner in the park system unless authorized by Hatfield Township.

(21) 
No person shall annoy, strike, injure, maim or kill any bird or animal in the park system.
(22) 
No person shall disturb the water fowl in the streams, pools or ponds or birds, nests or eggs in any part of the park system.
(23) 
No person shall remove, disturb, interfere with or take any of the blossoms or fruit growing from trees, shrubs or bushes in the park system.
(24) 
No person shall climb, cut down, remove or in any manner injure or deface any ornament, tree, shrub, fern, flower, flower bed, turf or any of the buildings, fences, bridges, playground equipment or other constructions within the park system nor shall any such person write on any building, structure, fence, rock or stone within the park system or pick or carry away any fern or flower, except violets, buttercups or dandelions, within the park system.

(25) 
No person shall light or permit a fire to burn in any park system except in fireplaces provided therefor or unless authorized by Hatfield Township. All persons shall be sure all fires are extinguished prior to departing their fire sites. Anyone who discovers a fire in the park system is requested to report it promptly to the Hatfield Township Police Department.

(26) 
No person shall conduct any musical or theatrical entertainment in the park system unless authorized by Hatfield Township. Use of sound amplification equipment is by prior approval of Hatfield Township.

(27) 
No gathering or meeting of any kind assembled through advertisement shall be permitted in the park system unless authorized by Hatfield Township.

(28) 
No person, except as herein provided, shall be allowed in a Township park except between the time of dawn and dusk daily. The park hours may be extended at a park facility containing lighted facilities to 11:00 p.m.

(29) 
No groups or parties in excess of 50 persons shall occupy a Township park unless a permit had been secured and approved for such occupancy from Hatfield Township. No permit shall be issued unless an application therefor shall have been made in advance of the time the group or party desires to occupy the park.

(30) 
No automobile or other vehicle shall exceed the speed of 15 miles per hour in a Township park.
(31) 
No person nor group of persons shall be permitted to loiter on or in the premises of a Township park to annoy or disturb, in any manner whatsoever, any person while on the park premises, nor interfere with, in any way, their use of enjoyment of the park facilities.
(32) 
No person or individual shall throw or hit golf balls with any golf club or any other type instrument whatsoever within the park system.
(33) 
No person shall smoke cigarettes, cigars, pipes or use any tobacco product within the park system.

B. 
All updates and changes to the rules and regulations of Chapter 195 of the Hatfield Township Code, Parks and Recreation Areas, shall be done by resolution of the Hatfield Township Board of Commissioners.

A. 
Children under the age of 12 must be with a caretaker at least 16 years of age.
B. 
Appropriate swimwear is expected. Wicking tee shirts are permitted. No cut-offs, long pants or street clothes are allowed in either pool.
C. 
Smoking and drinking alcohol is prohibited in and on the grounds of the Aquatic Center, including the parking lot.
D. 
Service animals only are allowed within the Aquatic Center.
E. 
Groups of 15 or more must prearrange admittance to the Aquatic Center.
F. 
Food delivered from outside vendors is not allowed unless authorized by Hatfield Township.
G. 
Aquatic Center chaise lounges are for adult use only.
H. 
Glass containers are not allowed within the facility, as per Pennsylvania Health Codes.
I. 
Personal flotation devices are not allowed in either pool; rather, patrons may utilize the balls, rafts, noodles and toys provided by the Aquatic Center.
J. 
Prior to deep-water use, children 12 and under must pass a swimming assessment administered by the Aquatic Center.
K. 
As per Pennsylvania Health Codes, snug-fitting swimwear must be worn over swim diapers by all infants, toddlers and children in training. Guardians shall escort their children to the restrooms frequently throughout their visit to the Aquatic Center.
L. 
Management reserves the right to remove patrons disrupting the health and safety of other patrons and staff, to close certain water features when appropriate and limit the number of patrons in the facility in compliance with state regulations.

Picnicking is allowed only in designated areas.

Bicycles, except police patrol, are prohibited in all sections of this facility.
C. 
Hours of operation shall be from dawn to dusk.

E. 
No person shall operate a mini bike or snowmobile on any roadway, blacktop area or parking area of Schweiker Park. No person shall park an automobile or any other vehicle on the grass, in any roadway or section of ground except in spaces definitely allocated for parking purposes. In addition, no person shall operate any form of motorized vehicle in the grass area of the park unless specifically authorized by Hatfield Township and Lansdale Borough.

F. 
No person shall scatter, drop or leave in a portion of Schweiker Park, except in the receptacles provided for the purpose, any piece of paper, rag, garbage, dead flowers, glass, metal containers or other rubbish.
G. 
No placard, advertisement, public notice or personal card, except park notices and rules and regulations, shall be distributed, posted or affixed in any manner in Schweiker Park unless authorized by Hatfield Township and Lansdale Borough.

H. 
No person shall light or permit a fire to burn in Schweiker Park except in fireplaces provided therefor. Anyone who discovers a fire in Schweiker Park is requested to report it promptly to the Hatfield Township or Lansdale Borough Police Departments.
I. 
No person, except as herein before provided, shall be allowed in Schweiker Park except between the hours of 7:00 a.m. and 9:00 p.m. daily. The hours may be extended until 11:00 p.m. for authorized person utilizing a lighted park facility.
J. 
No groups or parties in excess of 25 persons shall occupy Schweiker Park unless a permit has been secured and approved for such occupancy from the appropriate approval agencies within Hatfield Township and Lansdale Borough. No permit shall be issued unless an application therefor shall have been made at least 30 days before the time the group or party desires to occupy the park. No charge is made for the use of the park facilities.

K. 
No person shall carry bows and arrows or other projectile devices in Schweiker Park unless authorized by Hatfield Township and Lansdale Borough. This Subsection K shall not apply to firearms, the carrying and discharge of which are governed and regulated by state and federal law.

L. 
No person shall conduct any musical or theatrical entertainment, nor use sound amplification equipment, in Schweiker Park unless authorized by Hatfield Township and Lansdale Borough.

No person shall smoke or utilize cigarettes, cigars, pipes or use any tobacco product within Schweiker Park.

The Board of Commissioners of Hatfield Township or their authorized agents shall enforce all rules and regulations and exercise general supervision over the park system. The Board of Commissioners of Hatfield Township and their authorized agents, which shall include, but not be limited to, the Hatfield Township Police Department, Parks and Recreation Department staff, Aquatic Center staff, Parks and Recreation Board and Pool Advisory Board, shall enforce all rules, regulations and exercise general supervision over persons occupying and using the Township park system. Exceptions to any regulations contained herein may be made only by the Board of Commissioners of Hatfield Township.

Any person who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine not exceeding $600 and costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation of this article continues shall constitute a separate offense.
