This article shall be known as "Salem Township Stopping, Standing, and Parking Restriction Ordinance on TR 321 a/k/a Cemetery Road in the Location of the Hamlin Elementary Center."

The purpose of this article is to ensure the safety of motorists traveling TR 321 a/k/a Cemetery Road in the location of the Hamlin Elementary Center and the safety, of persons stopping, standing and parking in or on the side of TR 321 a/k/a Cemetery Road in the location of the Hamlin Elementary Center, This article is intended to restrict stopping, standing and parking on TR 321 a/k/a Cemetery Road on the entranceway to Hamlin Elementary Center as recommended and specified by an engineering study dated June 7, 2003, by the Township Engineer, Stephen J. Knash, P.E., a copy of which is attached hereto and incorporated within.[1]

Any word or phrase used or referenced herein shall be interpreted in accordance with its definition and usage as set forth in Title 67 of the Pennsylvania Code and 75 Pa. C.S.A. § 101 et seq.
The Board of Supervisors of Salem Township finds that a restriction of stopping and parking on TR 321 a/k/a Cemetery Road on the entranceway to Hamlin Elementary Center is necessary for the health, welfare and safety of elementary school students and the general traveling public, and that an ordinance should be enacted restricting stopping, standing and parking in said area. Specifically, the engineering and traffic study undertaken by the Department of Transportation pursuant to Section 201.21(b)(1) and (b)(8) of Chapter 67 of the Pennsylvania Code observed and documented a need to restrict vehicles from stopping, standing and parking on TR 321 a/k/a Cemetery Road on the entranceway to the Hamlin Elementary Center by installing required signing.
No person shall park or momentarily halt a vehicle, except when necessary to avoid conflict with traffic or in compliance with the directions of a police officer or traffic control device, on those portions of TR 321 a/k/a Cemetery Road posted by no- stopping- or- standing signs.
The Salem Township Board of Supervisors directs that no-stopping-or-standing signs shall be purchased and erected on TR 321 a/k/a Cemetery Road in accordance with and as depicted by the illustration included in the engineering and traffic study by Stephen J. Knash, P.E,, dated June 6, 2003. A copy of said illustration is attached hereto and incorporated herein.[1]
