Editor's Note: This ordinance also repealed former Ch. 35,
Park and Recreation Board, adopted 9-28-1959 by Ord. No. 31, as amended.
This chapter shall be known and may be cited as the "Park and
Open Space Ordinance of the Township of Whitpain."
The Township hereby reorganizes and renames the Park and Recreation
Board as the "Park and Open Space Board."
The Park and Open Space Board shall be comprised of nine members,
all of whom must be residents of Whitpain Township and all of whom
shall be appointed by the Board of Supervisors of Whitpain Township.
The seven current sitting members of the Park and Recreation Board
shall continue to serve their unexpired terms as members of the Park
and Open Space Board.
All members of the Park and Open Space Board shall serve for
terms of five years or until their successors are appointed. However,
the terms of the two new members shall be staggered so as to avoid
having more than two members' terms expire annually.

Members of the Park and Open Space Board shall serve without
pay.
A.
The members of the Park and Open Space Board shall elect their own
Chairperson and Secretary and select all other necessary officers
to serve for a period of one year. Such Board shall have the power
to adopt rules and regulations for the conduct of all its business.
B.
The primary function of the Park and Open Space Board shall be to
assist the Board of Supervisors in planning for the acquisition of
future parks and open spaces within the Township, along with evaluating
what uses are most appropriate for the parks and open spaces under
the control of the Township. In addition to the duties noted above,
the Park and Open Space Board shall be charged with educating the
residents of Whitpain Township about the various parks and open spaces
within the Township and the various opportunities these parks and
open spaces provide the residents of the Township for both passive
and active recreation.

A.
The Township Board of Supervisors may appoint, by resolution, up
to three Township residents to serve as alternate members. Such alternate
member appointments are subject to the following:
(1)
The term of office of an alternate member is designated as four years.
(2)
Alternate members may be appointed to substitute for any absent or
disqualified Park and Open Space Board member.
(3)
Alternate members are entitled to participate in all discussions
of the Park and Open Space Board to the same and full extent as provided
by for Park and Open Space Board members.
(4)
Alternate members will continue to serve on the Park and Open Space
Board for any discussion in which they were originally appointed until
the Park and Open Space Board reaches a decision/recommendation on
the matter.
B.
Alternate members may not serve as members of the Township's
Zoning Hearing Board or as the Township's Zoning Officer.
