[Adopted 11-10-2004, effective 12-10-2004 (Ch. 4, Art. XIX, of the 1983 Code)]
As used in this article, the following terms shall have the meanings indicated:
AUTOMATIC ALARM SYSTEM
A device that automatically dials and relays a message to a central station or the Fire Department or Police Department.[1]
AUTOMATIC FIRE SUPPRESSION SYSTEM
A system or assembly of piping, valves, controls and sprinklers which are designed and installed to comply with NFPA standards, which utilize water, foam, CO2, or other gas to automatically react to suppress fire.
FIRE CHIEF
The appointed head of the Woodbridge Fire Department.
KEY LOCK BOX SYSTEM
A high-security key box containing appropriate keys to allow the Fire Department to gain entry to a building or alarmed portion therein in the event of an emergency without property damage due to forcible entry. Said system and its contents shall be approved by the Fire Chief.

A. 
The following buildings shall be equipped with a key lock box system at or near the main entrance or such other location required by the Woodbridge Fire Chief:
(1) 
Commercial, business, or industrial buildings protected by an automatic alarm system or automatic suppression system or such buildings that are secured in a manner that restricts access during an emergency;
(2) 
Multifamily residential buildings that have restricted access through locked doors and have a common corridor for access to the living units;
(3) 
Governmental buildings (including public school buildings), nursing, adult day care, and/or long-term care and assisted living facilities, child day-care facilities, nursery and preschools, and private schools, places of assembly (such as churches, synagogues and community centers).
B. 
Notwithstanding the foregoing, a key lock box system shall not be required for any of the foregoing enumerated buildings if the building or premises is occupied 24 hours a day with an assigned key holder having access to all areas of the building.
Owners or occupants of one- and two-family dwellings may utilize the key lock box system upon consultation with and consent of the Woodbridge Fire Chief.
A. 
The key lock box system may have a tamper switch connected to the building's fire alarm system.
B. 
The key lock box system may be surface or flush mounted. The Fire Department shall possess the only keys to the key boxes and will open the box for the building contractor, owner and/or occupant for installation of the unit or for changing its contents.
C. 
The key lock box system shall contain only those items such as keys to locked points of egress, whether on the interior or exterior of the building, elevator keys, fire alarm keys or keys for other doors of rooms that may be occupied or may present a fire potential (such as locked electrical and/or mechanical equipment rooms).[1]

D. 
When there are hazardous materials or other hazards that may provide a toxic environment for Fire Department personnel or that may require special handling requirements, the key lock box system shall also contain lists of such hazardous materials, fire prevention plans related thereto or directions for special handling.[2]

E. 
The key lock box system shall contain a list of building key holders or appropriate supervisory personnel to be notified when the Fire Department must gain emergency entry into the building. The list shall include the telephone numbers and addresses for all individuals to be notified.
F. 
In the event that locks are changed or the hazardous contents of the building are changed, the Fire Department shall be notified immediately and arrangements shall be made for changing the key lock box system contents.
Each time emergency access is made to a building through use of a key lock box system, the building owner or occupant, as appropriate, on record in the key lock box shall be notified by the Fire Department. Such notification shall include keeping a record of such entry in a file provided by the Fire Chief.

A. 
All existing buildings covered by this article shall be required to comply within 12 months of the effective date of this article.
B. 
All buildings subject to this article constructed after the effective date of this article shall have the key lock box system installed and operational prior to the issuance of a certificate of occupancy.
This article shall be enforced by the Board of Selectmen, through its designated agent, the Woodbridge Fire Chief. Failure to comply with the requirements of this article within the time for compliance shall result in a fine of not more than $90, plus $10 per day for each additional day of noncompliance. For the purpose of this article, compliance is a signed agreement to order the key lock box system. The citation hearing procedure provided under Chapter 15 of this Code shall apply.
