This chapter shall not be construed to exclude
any other remedy provided by law for the protection of the health,
safety and welfare of the people of the City of Kingston.
If any provision of this chapter or the application
thereof to any person or circumstance is held invalid, illegal or
unconstitutional, the remainder of this chapter and the application
of such provision to other persons or circumstances shall not be rendered
invalid, illegal or unconstitutional thereby.
