All committees, except as otherwise provided by law or by by-law or by vote of the Town meeting shall be appointed in accordance with Section 2 of the Selectmen - Town Manager Act (Chapter 753 of the Acts of 1968, as amended).[1] In choosing a committee at Town meeting, no person shall nominate more than one member of such committee.

Unless otherwise provided, the first named member of a committee shall immediately call all the members of the committee together for the purpose of organization, and each committee shall thereafter proceed with its duties and report to the Town as promptly as possible and, unless it is sooner discharged, it shall make a report at the next annual meeting.
No person shall serve on any committee in a matter where his private right is immediately concerned as distinct from the public interest.
No report of a committee chosen or appointed at a previous meeting shall be acted upon at a subsequent meeting, otherwise than to be received or published and distributed, unless it has been announced in the warrant for such subsequent meeting that a report of such committee was there to be considered.
A vote to accept a report of a committee (except a report of progress) shall, unless otherwise provided, discharge the committee, but it shall not operate as an adoption of the recommendations of such report without an express vote duly passed to that effect.

All reports of committees, except reports of progress, shall be in writing and shall be permanently filed for preservation with the Town Clerk, and if the Select Board deems best, or the Town so votes, the report of any committee shall be published as a part of the next annual Town report.
