A thirteen-member Parks and Recreation Commission is hereby formed for the Town of Copake, with the appointed members to serve for staggered terms of three years.
The purpose of the Parks and Recreation Commission shall be as follows:
A. 
To define the objectives of public recreation services in the Town of Copake and to make plans and general policies harmonizing with them.
B. 
To maintain the highest quality and standard of recreation service in the Town of Copake.
C. 
To interpret the importance and need of recreation services to the general public.
D. 
To keep public officials informed of the status and progress of recreation services in the Town of Copake.
E. 
When it becomes necessary, to select the recreation and park executive and define his duties and responsibilities and to submit to the Town Board the recommendation for approval.
F. 
To establish a sound fiscal plan to achieve recreational goals.
G. 
To provide for an adequate system of recreation areas and facilities within the Town of Copake.
H. 
To give stability and continuity to general operations of the Copake Parks and Recreation Department.
I. 
To continually evaluate the services of the Copake Parks and Recreation Department in relation to its goals and objectives.

This chapter shall supersede General Municipal Law § 243, Subdivision 2, relating to the number of members of a recreation commission, to permit 13 members (11 adults and two youth representatives).
A Councilmember shall be appointed to represent the Town Board as a nonvoting member and is to be notified of all meetings.
