A. 
Except as may be set forth in this code, the New York State Uniform Fire Prevention Building Code provided for by Article 18 of the Executive Law of the State of New York and the New York State Energy Conservation Construction Code promulgated pursuant to Article 11 of the Energy Law (collectively "State Building Construction Code") that regulates the construction, substantial renovations, alterations and additions, including the installation of equipment essential to building operation and maintenance, such as plumbing, heating, electrical, ventilation and fire protection equipment, shall be applicable to all construction, substantial renovations, alterations and additions in the Village.[2]

B. 
Wherever it is provided in the State Building Construction Code that specified construction or equipment shall be installed in accordance with the regulations of the authority having jurisdiction, the appropriate provisions of this chapter, if any, shall apply.
C. 
The Plumbing Standards of the State Building Construction Code not presently applicable to additions or alterations to existing plumbing systems within the Village are hereby made applicable to such additions or alterations.
D. 
The Electrical Standards of the State Building Construction Code not presently applicable to existing electrical wiring for electric light, heat or power and for signal systems operating on 50 volts or more within the Village are hereby made applicable to such electrical wiring.
E. 
Effective for all building permit applications submitted on or after the effective date of this local law, the NYStretch Energy Code 2020, published by the New York State Energy Research and Development Authority (hereafter referred to as "NYStretch"), shall be applicable to all new construction, substantial renovations, alterations and additions in the Village of Dobbs Ferry, as required by the 2020 Energy Conservation Construction Code of New York State and now amended by NYStretch.

A. 
The provisions of the Multiple Residence Law of the State of New York are applicable to all multiple residences, as defined therein, located in the Village.
B. 
In multiple residences, hot water shall be furnished at 130° F. to 140° F. from 6:00 a.m. to 12:00 midnight.

The State Standard Building Code provided for by Article 17 of the Labor Law of the State of New York and regulating the construction, equipping and maintenance of all places of public assembly is applicable to all places of public assembly in the Village.
All of the provisions of this Code applying to building construction must be complied with.
