No person or corporation shall, upon any premises owned or occupied by him or it, suffer or permit any house, barn, garage, building or structure of any kind to be in such a condition as to constitute a health hazard.

A. 
The owner, tenant or any person having the management or control of any real property, together with the buildings and improvements erected thereon, shall keep such real property at all times free and clear of any ashes, rubbish, refuse, garbage, leaves or other waste materials or accumulations thereof.
B. 
The Superintendent of Public Works shall have the right to designate the location and size of all receptacles, dumpsters, compactors and waste-control devices on real property within the Village.
