The definitions of the words and phrases used in this article are the same as those contained in § 290-1 of this chapter.
No vehicle, unless in an emergency or to allow
the passing of another vehicle or to obey a traffic signal of the
Police Department, shall be stopped on any street except with its
longitudinal axis alongside of and parallel with the curb on the right
side of the vehicle as determined by sitting in the front seat of
the vehicle and facing to the front of the vehicle and, in the case
of streets paved to the curb, within 12 inches of such curb, provided
that a vehicle may be angle-parked in the districts where such parking
is permitted, and provided that, on one-way streets, a vehicle may
be stopped within 12 inches of either curb if its front end is pointed
in the direction of traffic.
No vehicle shall be stopped or parked, except
for such reasonable time as may be necessary for taking on or discharging
passengers, so as to obstruct a street crossing or within 20 feet
of a street crossing at an intersection or in front of any public
or private driveway, unless otherwise indicated by official signs,
markings or parking meters.
No vehicle shall stop within 10 feet of any
fire hydrant unless occupied by some person capable of driving it,
with the motor running and in condition to be moved promptly in case
of emergency.
No vehicle shall stop within 20 feet of any
street corner or in such a position as to obstruct traffic or prevent
another vehicle stopped near the curb from moving away.

A.
No vehicle shall be backed up to the curb or side
of the street, except when actively loading or unloading goods or
merchandise for commercial purposes, and then only if the sidewalk
shall not be obstructed and if the street is left unoccupied for a
distance of 12 feet as measured from the front end of the vehicle
to the side of any vehicle parked, standing or stopped on the opposite
side of the street.
B.
The Chief of Police, in his or her discretion based
on traffic patterns, on-street conditions and public safety concerns,
may recommend designation of one or more commercial loading zones
on any Village street. Such recommendation shall be in writing to
the Village Board of Trustees
C.
Upon receipt, the Board of Trustees shall place the
matter on the agenda of a public meeting for further consideration
and shall provide the Chief of Police an opportunity to make a presentation
of the recommendation. Following the presentation by Chief of Police
at a public meeting, the Village Board shall by resolution either
(i) adopt such designation and cause signs to be posted setting forth
specific restrictions for use of such loading zones; or (ii) deny
such designation.
D.
At a minimum, loading zones so designated by the Village
Board shall be restricted for the active unloading and loading of
commercial delivery vehicles between the hours of 8:00 a.m. and 11:00
a.m. daily, or otherwise for such timeframes that are determined by
the Board of Trustees to meet the specific conditions of the Village
street in question.

It shall be unlawful for any person to deface,
injure, tamper with, break, destroy or impair the usefulness of, or
open without lawful authority, any parking control device installed
in any area of the Village subject to metered parking, or to deposit
or cause to be deposited or submit as payment in connection with any
such parking control device anything other than the equivalent of
valid legal tender of the United States of America.
A.
The Police Department is authorized to have installed
any traffic control devices which may be necessary to carry out the
provisions of this article.
B.
The Police Department may, in its discretion, designate
street crossings and have same indicated by lines or other markings.
C.
In no-parking zones or limited-parking zones, the
Police Department may temporarily modify the parking restrictions
applicable thereto by the installation of appropriate signs to permit
necessary business to be transacted.
A.
Designated parking spaces on public streets and public
parking lots are hereby restricted to use by or for physically handicapped
persons pursuant to requirements of the Americans with Disabilities
Act. The Chief of Police shall determine the location of the restricted
spaces.

B.
Each parking space so restricted pursuant to this
section shall be visibly identified by the use of a sign, pavement
markings or other suitable device.
C.
No person shall use any parking space restricted pursuant
to this section on the days and at the times such restriction shall
be in force, except for the use and benefit of a physically handicapped
person.
