The subdivider shall first submit to the Town Clerk complete plans and profiles of the proposed roadway. These plans must be approved by the Town Engineer and the approved plans submitted to the Highway Superintendent before any work is started.
The roadway shall first be graded to elevations established by the subdivider's engineer in accordance with plans approved by the Town Engineer. Fill, where required, shall be of material and compaction approved by the Town Superintendent of Highways. All soft, spongy or other unsuitable material shall be removed from the subgrade or the site of new embankments and replaced with acceptable material. The subgrade shall not be muddy or otherwise unsatisfactory when the stone is placed upon it. All culverts and drains shall be satisfactorily completed before any stone is placed on the subgrade.
At all intersecting highways, a smooth-riding and satisfactory junction must be produced.
A. 
Shoulders, ditches and side slopes shall be formed and trimmed in a workmanlike manner to the lines and grades of the Standard Typical Section[1] and as the Superintendent of Highways may direct. The bottom of all ditches shall not be above the lowest portion of the subgrade.

B. 
A five-foot shoulder of approved, well-compacted bank-run gravel, four inches in compacted depth, shall be provided on each side of the roadway.
Pipe culverts of a length and diameter approved by the Superintendent of Highways shall be provided where necessary. At all driveways, the minimum diameter shall be 12 inches and the minimum length 20 feet. Culverts shall be reinforced concrete pipe or corrugated galvanized metal.
A. 
The bottom course, 10 inches in depth after rolling, shall be formed of a lower six-inch layer of approved run-of-bank gravel and an upper layer of four inches of crushed slag. All gravel shall be hard, durable stone and well graded from coarse to fine and shall be free from shale, clay or other soft and deleterious material. The gravel shall contain no particles which will not pass through a four-inch square hole and not more than 10% by weight shall pass a No. 200 mesh sieve. The gravel, as spread, shall be well graded with no pockets of fine material and shall be thoroughly compacted by rolling with an approved roller weighing not less than 10 tons. The rolling must begin at the edges and continue toward the center and shall continue until there is no movement of the gravel ahead of the roller. After compaction the course shall be true to grade and cross section, and any depressions shall be eliminated by the use of additional material.
B. 
The upper four-inch layer of the bottom course shall be formed of No. 4 slag, thoroughly compacted by rolling with an approved roller weighing not less than 10 tons. The rolling must begin at the edges and continue toward the center and shall continue until there is no movement of the slag ahead of the roller. After this course is thoroughly compacted, slag screenings shall be uniformly spread by a mechanical spreader or by hand and swept in by means of an approved gang drag broom and rolled dry. If hand spreading is used, all filler shall be delivered and piled alongside the road before the course is placed. Any deviation in grade of 3/8 inch or more under a sixteen-foot straight edge shall be satisfactorily eliminated.
A. 
The bottom course, eight inches in depth after rolling, shall be formed of No. 4 stone or slag. The stone shall be spread, rolled and filled in two courses, each four inches in depth. The spreading of stone and filler shall be done with approved mechanical spreader equipment. Segregation of large or fine particles will not be allowed, but the stone as spread shall be well graded.
B. 
After a course of stone has been spread, it shall be thoroughly compacted by rolling with an approved roller weighing not less than 10 tons. The rolling must begin at the edges and continue toward the center and shall continue until there is no movement of the stone ahead of the roller. After a course is thoroughly compacted, stone screenings shall be uniformly spread by a mechanical spreader or by hand and swept in by means of an approved gang drag broom and rolled dry. If hand spreading is used, all filler shall be delivered and piled alongside the road before the course is placed. Any deviation in grade of 3/8 inch or more under a sixteen-foot straight edge shall be satisfactorily eliminated.
A. 
If the bottom course has been used for heavy traffic prior to application of top course, it shall be restored to grade. Any soft spots or unstable base shall be removed and replaced with No. 4 slag and thoroughly compacted under the direction of the Superintendent of Highways.
B. 
After the bottom course has been completed, the surface shall be cleaned of all excess filler dust or foreign matter and primed with R.T. 3 (tar) at the rate of 1/3 gallon per square yard. The tar primer shall be permitted to dry before the next course is laid.
C. 
After the primer coat is dry, a course of clean No. 2 and No. 3 stone shall be evenly spread thereon, in such quantity that before the application of the bituminous material and smaller stone hereafter specified, the compacted thickness shall be three inches. This course must be kept clean and, if it becomes wet, allowed to dry to the full depth before the application of bituminous material will be allowed.
D. 
If hand spreading is used, all filler for the wearing surface shall be delivered and piled alongside the road before the course is placed.
E. 
The No. 2 and No. 3 stone shall then be thoroughly compacted by rolling with an approved ten-ton roller, after which bituminous material (Item 64P of New York State Public Works Specifications) shall be evenly spread over the surface at the rate of 1 1/2 gallons per square yard.
F. 
The surface then shall be immediately filled with clean No. 1 stone and thoroughly compacted with a ten-ton roller. During the rolling process, additional No. 1 stone shall be broomed about until all voids are entirely filled. The rolling shall continue until the course is compacted and its surface is true to grade.
G. 
A sealing coat of bituminous material (Item 64P of New York State Public Works Specifications) shall then be spread over the surface at the rate of 1/2 gallon per square yard, covered immediately with No. 1A broken stone and again rolled or compacted.
A three-inch asphalt concrete top course (conforming to New York State Department of Public Works Specifications) consisting of a two-inch binder and one-inch top may be substituted for the penetration top course at the option of the developer.
A. 
All work shall be subject to the approval of the Superintendent of Highways, who shall approve the subgrade and the bottom course in sequence before any further work is started.
B. 
All road rights-of-way must be 60 feet wide.
