The words and phrases used in this article shall, for the purpose of this article, have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York.
A. 
Thirty miles per hour is hereby established as the maximum speed at which vehicles may proceed within the corporate limits of this Village except on the following highways:
(1) 
Route 104A between its intersection with the southwesterly corporate limit, and a point 0.25 of a mile northeasterly therefrom.
(2) 
Route 104A between its intersection with the easterly corporate limit and a point 0.25 of a mile westerly therefrom.
(3) 
That portion of West Bay Road from the northern end of the pavement to the point at which the Village line first intersects the road shall be posted as a fifteen-mile-per-hour speed zone.

B. 
Forty miles per hour is hereby established as the maximum speed at which vehicles may proceed within the corporate limits of this Village on the following highways:
(1) 
Route 104A, between its intersection with the southwesterly corporate limit and a point 0.25 of a mile northwesterly therefrom.
(2) 
Route 104A, between its intersection with the easterly corporate limit and a point 0.25 of a mile westerly therefrom.
C. 
No person shall operate a vehicle on any highway or private road open to public motor vehicle traffic at a rate of speed in excess of the maximum established in this section.

Every person convicted of a traffic infraction for a violation of any of the provisions of § 139-2C of this article shall for a first conviction thereof be punished by a fine of not more than $50 or by imprisonment for not more than 15 days, or by both such fine and imprisonment; for a second such conviction within 18 months thereafter such person shall be punished by a fine of not more than $100 or by imprisonment for not more than 45 days, or by both such fine and imprisonment; upon a third or subsequent conviction within 18 months after the first conviction such person shall be punished by a fine of not more than $250 or by imprisonment for not more than 90 days, or by both such fine or imprisonment.
All ordinances or parts of ordinances of this Village in conflict with or inconsistent with the provisions of this article are hereby repealed, except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any ordinance hereby repealed prior to the taking effect of this article.
The following ordinances or parts of ordinances are hereby specifically repealed: all of Village Ordinance No. 9, adopted June 4, 1928.
