The following improvements shall be installed by the subdivider. Prior to the approval of the final plat, he shall post a performance bond as provided in § 151-7C(3) sufficient in amount to cover the estimated full costs of such construction as determined by the Planning Board.
Monuments shall be placed at all block corners, angle points, points of curvature in streets and points of tangency or horizontal curves and at such intermediate points as shall be required by the Village Engineer. Monuments shall be of granite or concrete with an iron pin in the center.
A. 
Utility and street improvements shall be provided in accordance with the following:
(1) 
Public water in accordance with procedures and standards of the Village of Fayetteville and the Onondaga County Department of Health, New York State Water Resources Commission, Onondaga County Water Authority and New York State Department of Environmental Conservation.
(2) 
Sanitary sewer systems, where required, in accordance with the procedures and standards of the County Public Works Department, Onondaga County Department of Health and New York State Department of Environmental Conservation.
(3) 
Arterial streets: cross sections in accordance with the Official Map and Master Plan, or as determined by the Planning Board if no such Official Map or Master Plan has been adopted, and construction design as determined by the Village Engineer or County Public Works Department. Where reverse-frontage lots are not provided along an arterial street, four-foot sidewalks shall be provided. Sidewalk design and construction methods shall be specified by the Village Engineer.
(4) 
Collector streets: twenty-eight-foot pavement width minimum.
(5) 
Minor streets: twenty-two-foot pavement minimum.
(6) 
Cul-de-sac streets: twenty-two-foot pavement minimum; minimum radius from center of turnaround to outside edge of pavement, 46 feet.
(7) 
Marginal access streets: twenty-two-foot pavement, approximately 10 feet to be used as part of the separation strip between marginal road and adjacent arterial.
(8) 
Streets along development boundaries and streets connecting development with existing improved street system: cross sections as determined by the Village or County Engineer.
(9) 
Grading and center-line gradients: per plans and profiles approved by the Village Engineer and Highway Superintendent.
(10) 
Storm sewer system and other drainage improvements: in accordance with procedures and standards of the Village of Fayetteville, County Public Works Department and the Onondaga County Department of Health, but with the minimum design standards as follows:
(a) 
Minimum culvert or storm drain size: 12 inches.
(b) 
Minimum design storm for sizing residential street drainage facilities shall be five-year, one-hour storm.
(c) 
Retention basins shall have minimum storage capacity equivalent to a twenty-five-year, one-hour storm; retention basin outlet pipes shall have maximum size equivalent to discharge of two-year, one-hour storm or carrying capacity of downstream facilities, whichever requires smallest outlet capacity.
(11) 
Streetlighting according to plans and specifications approved by the Village Board.
(12) 
Street name signs at all intersections, the design of which shall be approved by the Highway Superintendent.
(13) 
Where feasible, underground utilities shall be located not less than five feet outside of pavements, except storm drain connections between catch basins on storm drain manholes.
B. 
Residential construction standards shall meet the specifications set forth in the following diagrams in this section.[1] These specifications are established for natural conditions of satisfactory subgrades, slope and drainage. Where these natural conditions are other than favorable, the Planning Board, after consultation with the Highway Superintendent, may require reasonably higher standards for gravel base and pavement and may specify special treatment of the subgrade.

C. 
For commercial, industrial and other nonresidential subdivisions, construction standards for required improvements shall be specified by the Planning Board after consultation with the County Engineer, Village Engineer or Highway Superintendent.
D. 
Where any subdivision lies contiguous to existing public parklands, the developer shall, at the discretion of the Planning Board, be required to provide screening and/or fencing of a suitable nature, to be determined by the Board, between such subdivision and the parkland.
