Every person driving a taxicab in the Village must be licensed annually as such.
Each applicant for a driver's license under this article must be of the age of 18 years or over, be able to read and write the English language, of good moral character and of sound physique and good eyesight and not subject to any infirmity of body or mind which might render him unfit as a driver.
Applications for licenses under this article shall be made upon blank forms to be furnished by the Village Clerk. Such application shall contain the full name of the applicant; chauffeur's registration number; his age, color, height, weight, color of hair, address; whether a citizen of the United States; places of previous employment for at least 10 years preceding the application; whether he has ever been arrested or convicted of a felony, misdemeanor or traffic violation; whether he has previously been licensed as a driver or chauffeur and, if so, whether his license has ever been revoked and for what cause, which statement shall be signed and sworn to by the applicant.
Each application for a license under this article shall be accompanied by two recent unmounted photographs of the applicant, three inches by two inches, showing frontal face view, and by the fingerprints of the applicant.
Each applicant for a license under this article shall be examined by the Mayor or by persons designated by him as to his skill, fitness and ability to drive.
The annual fee for a driver's license under this article shall be $5.
Upon certification by the Mayor as to the fitness of the applicant for a license under this article and upon payment to the Village Clerk of the license fee set forth in this article, a license shall be issued to the applicant in the manner prescribed by § 91 of the Village Law of the state.[1]

The Village Clerk, upon receipt of the annual renewal fee set forth in this article, may renew a driver's license from year to year by appropriate endorsement thereon, provided that the Mayor shall certify as to the driver's skill, fitness and ability. Application for renewal of the license shall be made by the driver upon a form to be furnished by the Village Clerk which shall be filled out with his full name, address, original license number and date upon which his original license was granted.
A license shall be issued under this article as of March 1 and shall expire on the last day of February next succeeding, unless sooner suspended or revoked by the Village Board of Trustees.
Drivers' licenses granted under this article may be suspended by the Mayor until the next meeting of the Village Board of Trustees and may be revoked at any time by the Village Board of Trustees for violation of any of the provisions of this chapter. No driver whose license has been revoked shall again be licensed in the Village unless such presentations of reasons are satisfactory to the Village Board of Trustees.
