A. 
It shall be unlawful for any person, either as owner, occupant, lessee, agent, tenant or otherwise, to store or deposit or cause or permit to be stored or deposited any abandoned, junked, discarded or unlicensed motor vehicle upon any private land, upon the surface of such land, other than within an enclosed structure, within the corporate limits of the Village.
B. 
The Building Inspector of the Village of Fayetteville shall cause notice to be served upon the owner, occupant or person having charge of any such land to comply with the provisions of this section. Such notice shall be served personally; or, if the owner of the land cannot be found within the limits of the Village of Fayetteville, service by mail is authorized. The notice shall:

Be addressed to the owner, occupant or person having charge of the law designated by assessment map designation and street number.
