A. 
In their interpretation and application, the provisions of this chapter shall be held to be the minimum requirements adopted for the promotion of the public health, safety, comfort, convenience and general welfare.
B. 
It is not intended by this chapter to repeal, abrogate, annul or in any way impair or interfere with any existing provisions of law or ordinance or any rules, regulations or permits previously adopted or issued or which shall be adopted or issued pursuant to law relating to the use of buildings or premises; provided, however, that where this chapter imposes a greater restriction upon the use of a building or premises or upon the height of buildings or requires larger yards, courts or other spaces than are imposed or required by such existing provisions of law or ordinance or by such rules, regulations or permits, the provisions of this chapter shall control.

A. 
This chapter shall be enforced by such person or persons as may hereafter be designated by the Board of Trustees for that purpose.
B. 
Before any excavation is commenced and before the construction, reconstruction, alteration, demolition, extension or removal of any building or structure is begun, the provisions of Article II, Chapter 85, Building Construction, must be fully and in every respect complied with.
C. 
Before any real estate subdivision sign provided for under § 240-7A(3) of this chapter is erected or maintained, the owner or lessee, or the agent of either, or the architect or builder employed by such owner or lessee shall submit to the Village Clerk or Village Clerk-Treasurer or to such other person as may hereafter be designated by the Board of Trustees a written application, in such form as the Board of Trustees may prescribe, for the issuance of a permit hereunder. Each application for such permit for such sign shall be accompanied by a drawing of the proposed sign showing the style and dimensions thereof, the size, type and style of lettering, the wording and the proposed location thereof. Each applicant shall pay to the Village Treasurer or Village Clerk-Treasurer a fee as set forth in Chapter A243, Fees, Charges and Deposits, for each such permit for each sign, and all permits for such signs shall expire one year after the date of issue.

D. 
The Building Inspector is authorized to issue and serve appearance tickets in the manner provided in the Criminal Procedure Law for violations of this chapter.[1]

A. 
The owner, lessee, tenant, general agent, architect, builder, contractor or any other person who knowingly commits, takes part or assists in any violation of this chapter, or any article or subdivision hereof, or who excavates premises or maintains any building, wall, structure, sign or premises in which any violation of this chapter shall exist shall, for each and every day that such violation continues, be subject to a fine as provided in Chapter 1, General Provisions, Article II, Penalties, of the Code of the Village of Flower Hill.
B. 
Additional remedies for violations. Whenever the Board of Trustees or a person designated by it to enforce this chapter is satisfied that any excavation, building, wall, structure, sign or premises or any portion thereof, permitted or forbidden, is being erected, constructed, reconstructed, altered, repaired, converted or maintained or any excavation, building, structure, sign, premises or part thereof is being used in violation of or not in compliance with any of the provisions or requirements of this chapter, it or he may, in its or his discretion, in addition to other remedies, institute through the Attorney for the Village any appropriate action or proceeding at law or in equity to prevent such unlawful erection, construction, reconstruction, alteration, repair, conversion, maintenance or use; to prevent, restrain or abate such violation; to prevent the occupancy or use of said building, structure or land; or to prevent any illegal act, conduct, business or use in or about such premises.
