The purpose of this article is to establish rules and regulations under which contracts shall be made and carried out for all public works and improvements, pursuant to Section 66 of the Geneva City Charter.
A. 
Public works and improvement contracts of $2,500 or less but more than $1,000 shall be governed by the following regulations:
(1) 
A public notice shall be posted by the City Comptroller on the City Hall bulletin board at least two weeks before the opening of bids.
(2) 
The notice shall contain the date, time and place where bids will be opened and where plans, specifications, drawings and form of contract may be obtained.
(3) 
Informal solicitation by mail shall be made to at least three contractors who maintain a place of business within 15 miles of the city limits.
(4) 
At the time and place designated, the City Comptroller shall open the sealed bids in accordance with all applicable provisions of the Geneva City Charter.
B. 
Public works and improvement contracts of $1,000 or less shall be governed by the following regulations:
(1) 
A public notice specifying the time, date and place where bids will be opened and where plans, specifications, drawings and form of contract may be obtained shall be posted by the City Comptroller on the City Hall bulletin board at least five days before the opening of the bids.
(2) 
Informal solicitation by phone or mail shall be made to at least three contractors. If made by phone, a memorandum in writing shall be made and filed specifying the date, time and name of contractor solicited and whether the contractor indicated that he would submit a bid.
Public works and improvement contracts in excess of $2,500 shall be governed by all applicable provisions of the General Municipal Law.
