No person shall carry on or engage in any of the trades, occupations or businesses hereinafter specified within the city without first procuring a license from the City Manager.
Every person licensed under the provisions of this article shall keep the license issued to him and shall upon request or demand show or exhibit same to any police office or other lawful authority.
The trades, occupations and businesses for which licenses are required under this article and the fees required therefor are as follows:
A. 
Bill posting and advertising. The conducting of the business of bill posting, bill distributing or sign advertising, including the act of going upon any of the public streets or into residences or places of business for the purpose of circulating pamphlets, circulars or advertisements of any nature whatsoever, which are subject to regulation by law, except notices required by law.
(1) 
Before a license shall be issued under this subsection, the licensee shall file with the City Clerk a bond in the penal sum of $250 with surety or sureties to be approved by the City Manager conditioned for the faithful observance of all applicable ordinances of the city.
(2) 
The fee for the aforesaid license shall be $15 per year, except that for any license issued after July 1 in any year, the fee shall be 1/2 of the above amount.
(3) 
A short-term license may be granted by the City Manager under this subsection, without bond, and for the fee of $1 per day.
B. 
Junk dealers. In considering any application for a license under this subsection, the City Manager shall consider the general welfare of the city and the proposed location within the city where the licensee intends to carry on the business of junk dealer, and the City Manager may refuse to grant such license in any case where he deems the issuance of such license would be contrary to public interests and the general welfare. The fee for the aforementioned license shall be $5 per year.
All licenses issued under this article shall expire December 31 after date of issue, except that all short-term licenses shall expire on the date specified therein.
Any license granted under this article may be revoked by the City Manager for proper cause, and the right of revocation is hereby expressly reserved.

Any violation of either this article or chapter, as the case may be, shall be punishable as provided in § 1-17 of Chapter 1, entitled "General Provisions," of this Code.
