There is hereby established in the City of Geneva a scale of rents to be called "sewer rents", the revenues from which shall be used for financing and maintaining sewage collection and treatment facilities. The funds derived from these charges shall be used for all municipal expenses associated with design, engineering, construction, improving or maintaining a sewerage system, including engineering, planning, construction, reconstruction of sewers and sewage treatment works and all necessary appurtenances thereto, including pump stations, extension, enlargement, replacement or additions to the sanitary or stormwater sewer system, separation of sanitary and stormwater sewers, or the preliminary or other studies and surveys relative thereto and from the acquisition of land or rights-of-way for any of the capital improvements.
A. 
In addition to any and all other fees and charges provided by law, the owner of any parcel of real property connected with the sanitary sewer system of the City of Geneva shall pay a sewer rent for the use of such sanitary sewer system.
B. 
The sewer rental charge shall be assigned to owners of properties located within or without the corporate limits of the City of Geneva who contribute wastes to the municipal sanitary sewer system.
C. 
The basis for the normal sewer rental charge shall be the volume of water consumed from the public water supply system by the individual property owner. The sewer rental charge shall be determined by multiplying the amount shown on the individual water bill by the following percent:

Residential rate
First 500 cubic feet: $8 per 100 cubic feet
All over 500 cubic feet: $3.24 per 100 cubic feet
Minimum bill: $40
Nonresidential rate
First 500 cubic feet: $13.28 per 100 cubic feet
All over 500 cubic feet: $4.32 per 100 cubic feet
Minimum bill: $66.40
D. 
The City Council reserves the right to change the stated percentage multiplier of the water bill in accordance with the requirements of the above subsections.
E. 
The sewer rental charge assigned to any property owner who is not connected to the public water supply system but who is connected to the public sewers shall be based on the estimated or measured volume of sewage contributed by the City Engineer. Such charges shall be expressed in terms similar to water charge arrangements.
F. 
The City Council reserves the right from time to time to change the sewer rental charges originally or previously assigned to any property owner.
A. 
The amount of the sewer rent due each quarter shall be added to the regular water bill.
B. 
All sewer rents shall be due and payable at the same time water bills are due and payable.
C. 
All unpaid sewer rents shall be a lien on the real property where the water is used and may be included in the general City tax roll and enforced in the same manner as the City real estate tax.
All charges and moneys collected under provisions of this article shall be credited to the revenues of the Sewer Rent Fund for Sewage Facilities which fund is hereby established.
All sums charged for the use of sewers shall be added to the quarterly water bill and collected in the same manner as provided in Article I of Chapter 341 of the City of Geneva Municipal Code, for the collection of water bills, including penalties and shutting off of water for nonpayment of either water or use of sewers.
