Should any section or provision of this chapter
be decided by the courts to be unconstitutional or invalid, such decision
shall not affect the validity of the chapter as a whole or any part
thereof other than the part so decided to be unconstitutional or invalid.
The Town Board hereby declares that it would
have adopted every section, subsection, paragraph, subparagraph, sentence,
clause or phrase of this chapter regardless of the fact that any other

any act done, offense committed or right accruing, accrued or acquired,
or liability, penalty, forfeiture or punishment incurred, prior to
the time such repeal takes effect, but the same may be enjoyed, asserted,
enforced, prosecuted or inflicted as fully and to the same extent
as if such repeal had not been effected.
This chapter shall take effect as provided for
in §§ 133 and 265 of the Town Law of the State of New
York.
