No person shall park a vehicle and no person
shall allow, permit or suffer any vehicle registered in his name to
be parked in any of the following places:
A. Within an intersection, except in those intersections
where the installation of parking meters has been specifically approved
by the Department of Public Works of the Commonwealth of Massachusetts.
D. Upon the roadway in a rural or sparsely settled district.
E. Adjacent to any center division strip or island placed
upon and being a part of any street or highway, unless the vehicle
is entirely within a parking meter space.
G. Upon a roadway where parking is permitted unless both
wheels on the right side of the vehicle are within 12 inches of the
curb or edge of the roadway, except on those streets which are designated
as one-way streets. On such one-way streets, vehicles shall be parked
in the direction in which said vehicle is moving and with both wheels
within 12 inches of the curb. This shall not apply to streets or parts
of streets where angle parking is required by these regulations.
H. On the roadway side of any vehicle stopped or parked
at the edge or curb of a street in such a manner as to constitute
double-line or multiple-line parking.
I. Upon any roadway where the parking of a vehicle will
not leave a clear and unobstructed lane at least 10 feet wide for
passing traffic.
J. Upon any street or highway within 10 feet of a fire
hydrant.
K. Upon or in front of any private road or driveway without
the consent of the owner of said private road or driveway.
L. Upon any street or highway within 20 feet of an intersecting
way, except alleys.
M. On bridges or approaches thereto when these are designated
by standard signs.
N. Upon any street or highway where the parking of a
vehicle will obstruct or hide from view any traffic control signal,
provided that signs are erected notifying of such regulation or restriction.
Parking is prohibited, restricted or limited
as to time, space and streets in accordance with a schedule designated
as Schedule No. 1 hereto appended to which reference is made and which
Schedule No. 1 is specifically incorporated in this section. No operator
shall park a vehicle in the designated prohibited locations or in
the restricted locations for a period longer than is designated in
Schedule No. 1, except as otherwise provided in this schedule.
A. No person shall stop a bus upon any street within
a business district to discharge or take on passengers at any place
other than places designated as bus stops by the Select Board and
duly marked as such.

B. No person shall stop or park a vehicle, except a bus,
at any place designated as a bus stop. In accordance with the foregoing,
a schedule designated as Schedule No. 2 is hereto appended to which
reference is made and which Schedule No. 2 is specifically incorporated
in this section.
A. No person shall park a taxicab upon any street within
a business district at any place other than a taxicab stand or stands
designated for the use of his taxicab or taxicabs, except while waiting
for an opportunity to use a taxicab stand designated for his use.
B. No person shall at any time park a vehicle other than
a taxicab upon any street within a business district in any taxicab
stand except while actually engaged in loading or unloading, provided
that such loading or unloading does not exceed a period of time longer
than 15 minutes. In accordance with the foregoing, a schedule designated
as Schedule No. 3 is hereto appended to which reference is made and
which Schedule No. 3 is specifically incorporated in this section.
A. The Select Board shall determine upon what streets
angle parking shall be permitted and shall mark or sign such streets
or cause the same to be marked or signed.

B. Upon the streets or parts of streets which may hereafter
be designated by rules and orders and marked and signed for angle
parking, vehicles shall be parked with one wheel within 12 inches
of the curb and at the angle to the curb indicated by such marks or
signs, and each vehicle shall be entirely within the painted lines
designated for its individual use.
In accordance with the provisions of MGL c.
90, § 7, parking of a motor vehicle at night without lights
is hereby permitted on all well-lighted streets when and where not
otherwise prohibited by these rules and orders.

It shall be unlawful for the driver of any vehicle,
other than one acting in an emergency, to park said vehicle on any
street or any municipal off-street parking area for a period of time
longer than one hour between the hours of 2:00 a.m. and 6:00 a.m.
of any day except in official governmental capacity, with the exception
of vehicles parked at municipal EV charging stations in which there
will be no time limitation between 8:00 p.m. and 8:00 a.m.
When a safety zone is so located in a way that
the distance between it and the edge of the curb of the roadway is
less than 30 feet, no driver shall park a vehicle within 30 feet of
any part of such safety zone.
No person shall park a vehicle upon any street
or municipal parking area in any service zone for a period of time
longer than 30 minutes and except while actually loading or unloading.

It shall be unlawful for any person to park,
upon a street, highway or off-street parking area controlled by the
town, any vehicle displayed for sale. Violation of this section is
a civil infraction with a maximum fine of $60.
No person shall repair, wash or clean vehicles
or other conveyances or cause them to be repaired, washed or cleaned
in or upon any public way of the Town or any municipal parking area,
nor shall any person occupy any part of any public way of the Town
or any off-street parking area controlled by the Town as storage room
for any vehicle, except that in an emergency temporary repairs may
be made.
A. Parking is restricted or limited as to time, space,
streets and off-street parking areas controlled by the Town as designated
in Schedule No. 4 hereto appended, to which reference is made and
which Schedule No. 4 is specifically incorporated in this section.
No person shall park a vehicle for a period of time longer than prescribed
in Schedule No. 4 between the hours of 8:00 a.m. and 6:00 p.m. of
any day except as otherwise provided in this schedule. This restriction
shall not apply on Sundays or during the hours of legal holidays during
which business establishments are required by law to remain closed.
B. In accordance with the foregoing, parking meter zones
are hereby established on the streets, parts of streets or off-street
parking areas controlled by the Town listed in Schedule No. 4.
Parking meters shall be placed at intervals
of not less than 20 feet apart and not less than 12 inches nor more
than 24 inches from the face of the curb adjacent to individual meter
spaces, except that beginning and ending spaces in any zone may be
not less than 18 feet and except where angle parking is allowed. Meters
shall be so constructed as to display a signal showing legal parking
upon the deposit therein of the proper coin or coins of the United
States as indicated by instructions on said meters and for such period
of time as is or shall be permitted by these rules and orders. Said
signal shall remain in evidence until expiration of the parking period
designated, at which time a dropping of a signal automatically or
some other mechanical operation shall indicate expiration of said
parking period.
The Director of Public Works is hereby authorized
and directed to establish parking meter spaces, in such parking meter
zones as are herein specified or as may be hereafter fixed by rules
and orders, and to indicate the same by white markings upon the surface
of the street or off-street parking area and to maintain said meters
in good workable condition.

Nothing contained in §§
192-28 to
192-30, inclusive, of these rules and orders shall be construed to prohibit the Select Board from making provisions for bus stops, taxicab stands, service zones and loading zones as authorized by other sections of these rules and orders on any street or portion of a street or on an off-street parking area which has been or may hereafter be designated as a parking meter zone.
A. Whenever any vehicle shall be parked adjacent to a
parking meter, the owner or operator of said vehicle shall park within
the space designated by pavement marking lines and, upon entering
such space, shall immediately deposit in said meter the required coin
of the United States for the maximum legal parking period or proportionate
period thereof, both as shown on the meter, and if so required set
the mechanism in motion.
B. The fee for the maximum parking period shall be $0.10
and $0.05 for 1/2 of said maximum limit, as shown on the meter, except
in municipal off-street parking areas, where the fee for the maximum
parking period shall be $0.20 or $0.05 for each proportionate period
thereof as shown on the meter.

C. It shall be unlawful for any person to deposit or
cause to be deposited in a parking meter any coin for the purpose
of permitting any vehicle to remain in a parking space beyond the
maximum period of time allowed in a particular zone.
D. It shall be unlawful for any person to park a vehicle
within a parking meter space unless such vehicle is wholly within
the painted lines adjacent to such meter.
E. It shall be unlawful for any authorized person to
tamper with, break, injure or destroy any parking meter or to deposit
or cause to be deposited in such meter any slug, device or metallic
substance or any other substitute for the coins required.
F. It shall be unlawful for any person to park a vehicle
anywhere in a designated parking meter zone except at a space indicated
by white pavement markings adjacent to a parking meter.

Operators of commercial vehicles may park in
a metered space without depositing a coin for a period not to exceed
30 minutes for purposes of loading or unloading. Parking in excess
of this time limit without depositing the proper coin shall be deemed
a violation of the provisions of these rules and orders.

The Chief of Police is hereby designated as
the person authorized to collect moneys deposited in parking meters/parking
machines or to cause the same to be so collected. Such moneys shall
be delivered forthwith to the Town Treasurer, who shall deposit them
in a separate account to be known as the "Lexington Parking Meter/Parking
Machine Account."

All fees received by said Town of Lexington
from the operation and use of parking meters/parking machines shall
be used as authorized by MGL c. 40, § 22A, B and C, as they
now exist or may subsequently be amended or supplemented.

Any person who violates any provision of these
rules and orders shall be subject to the penalties provided by MGL
c. 90, § 20C, as now or hereafter amended.

No driver, while operating any vehicle owned
and bearing indicia of ownership by the Town of Lexington, state or
federal government, shall be required to deposit any fee in a parking
meter/parking machine as provided in this article.

Parking is restricted or limited as to time,
space and off-street parking areas controlled by the Town as designated
in Schedule No. 9 hereto appended, to which reference is made and
which Schedule No. 9 is specifically incorporated in this section.
No person shall park a vehicle for a period of time between the hours
of 2:00 a.m. and 4:00 a.m. of any day except as otherwise provided
in the schedule. No fee shall be required on Sundays or during the
hours of legal holidays during which business establishments are required
by law to remain closed. Parking machines shall be placed at a central
location within each parking area.

Parking machines shall be constructed to dispense
tickets showing the date and time limit and shall be capable of dispensing
tickets for the following day upon the deposit therein of proper coin
or coins of the United States as indicated by instructions on said
machines and for such period of time as is or shall be permitted by
these rules and orders.

The Town of Lexington encourages use of the public EV charging
stations found in municipal parking lots in Lexington. The following
shall apply:
A. All normal
parking fees and rules shall apply to parking spaces with EV charging
capabilities.
B. There
is established a four-hour maximum time limit for parking at an EV
charging station while any other metered time limitation is in effect.
C. EV charging
stations shall charge a rate as set by the Select Board that ensures all costs associated with the use of the
charging station are recovered by the Town. Any fees charged over
the base electric cost shall be deposited in the Parking Lot Fund.
D. Parking meter and enforcement regulations as stated in Chapter
192 of the Town’s Traffic Rules and Orders shall apply to all EV charger station parking meters.
E. EV charging
station parking spaces shall be reserved for electric vehicles. Any
nonelectric vehicle may be subject to a fine of $100.

A. Whenever any vehicle shall be parked within a parking
machine zone, the owner or operator of said vehicle shall park and
deposit in said machine the required coin of the United States for
the maximum legal parking period or proportional period thereof, both
as shown on the machine. The owner or operator shall receive a ticket
which will then be placed in plain view on the dash of the vehicle,
with the date and time limit. The fee shall be $0.05 for each half
hour or $0.75 for the maximum parking period as shown on the machine.
B. It shall be unlawful for any person to tamper with,
break, injure or destroy any parking machine or to deposit or cause
to be deposited in such machine any slug, device or metallic substance
or any other substitute for the coins required.

V shall only become effective at such time as applicable signing is in place and visible.
