Whenever any words and phrases are used in this chapter, the meanings respectively ascribed to them in N.J.S.A. 39:1-1 shall be deemed to apply to such words and phrases.

No person shall park any vehicle on any street or road within the Borough between the hours of 11:00 p.m. and 6:00 a.m.
When signs are erected giving notice thereof, no person shall park any vehicle at the locations within the Borough listed in Schedule A, Section 205-13.

Upon the approval of the County of Bergen, when signs are erected giving notice hereof in accordance with the laws of the State of New Jersey, no person shall stop or let stand any vehicle at any time on the paved portions of the right-of-way of West Saddle River Road as maintained by the County of Bergen from the boundary line between the Borough of Saddle River and the Borough of Upper Saddle River, southerly through the intersection of West Saddle River Road with East Allendale Road to the intersection of West Saddle River Road with Dater Lane.[1]

A. 
Public property. It shall be unlawful for any person to park any motor vehicle, including automobiles, trucks, motorcycles or mopeds on any public property of the Borough of Saddle River unless the operator of that vehicle has some business upon or is attending a public function located on said public property. In no event shall it be lawful to park any motor vehicle as defined above on any public property between the hours of 11:00 p.m. and 7:00 a.m. without the express consent and prior approval of the Saddle River Police Department. All public property shall have signs erected giving notice of the restrictions established herein.

B. 
Private property.

(1) 
It shall be unlawful for any person to park any motor vehicle, including automobiles, trucks, motorcycles or mopeds, east of an imaginary line from the southwest corner of the row of stores and the northwest corner of the bank and post office buildings in the shopping center located at the northwest corner of the intersection of East Saddle River Road and East Allendale Road known and designated as Lots 18 and 19, Block 2, as laid out on the Tax Assessment Map of the Borough of Saddle River, for a period in excess of two hours, after notice has been posted by the Borough of Saddle River, the owner, occupant or lessee of the provisions of this section. It shall be a violation of this section for any person to circumvent the provisions of this statute by engaging in the practice of repeat parking. "Repeat parking" shall be considered any movement from one parking stall to another or a return to the original parking stall after having vacated the original parking space without having evidenced an intention to leave the area protected by the provisions of this section. Repeat parking will be presumed if a return to the parking area protected by the provisions of this section occurs within 15 minutes after having vacated the parking space.

Saddle River Estates Condominium Association, Saddle River.

(1) 
The provisions of Subtitle 1, Title 39, of the New Jersey Revised Statutes be and they are hereby made applicable to the semipublic and private roads, streets and driveways within the Saddle River Estates Condominium Association, Saddle River, located in the Borough of Saddle River, Bergen County, New Jersey.
(2) 
No person shall park a vehicle in any area except where stalls are provided and between the painted lines.
(3) 
Stop intersections are only those that are shown on the attached site plan.[1] Stop signs shall be installed as provided thereon.

The speed limit shall be 15 miles per hour on all areas, roads and streets.
(5) 
Handicapped parking regulations shall be enforced as shown on the attached site plan. No person shall be permitted to park in these spaces except persons who have been issued special vehicle identification cards by the Division of Motor Vehicles or temporary cards issued by the Chief of Police.
(6) 
The site plan referred to herein as the "attached site plan" is available during the regular business hours at the office of the Borough Clerk, Borough of Saddle River, Municipal Building, 100 East Allendale Road, Saddle River, New Jersey.
D. 
Bergen County Housing Authority Senior Housing, Saddle River.

A. 
It shall be unlawful for any person to disobey the one-way traffic signs in entering or leaving the shopping center located at the northwest corner of the intersection of East Saddle River Road and East Allendale Road, known and designated as Lots 18 and 19 in Block 2, as laid out on the Tax Assessment Map of the Borough of Saddle River, after notice has been posted by the Borough of Saddle River, the owner, occupant or lessee of the provisions of this section.
B. 
Suitable signs complying with the specifications of the New Jersey State Highway Department shall be conspicuously displayed at the entrances to the above-mentioned shopping center by the owner in cooperation with the Borough of Saddle River.[1]

A. 
No person shall park a vehicle within the Borough of Saddle River in areas designated and marked as being set aside for the physically handicapped unless said vehicle shall display the wheelchair symbol license plate or the corresponding windshield placard issued by the Division of Motor Vehicles of this state or any other state.
B. 
Each space or group of spaces set aside for the physically handicapped shall be identified with a clearly visible sign displaying the international symbol of access along with the following wording: "This space reserved for physically handicapped drivers."
C. 
Any vehicle not displaying the proper identification as defined in Subsection A which is otherwise illegally parked in an area reserved for physically handicapped drivers pursuant to Subsection B shall be issued a summons.
D. 
Any person convicted of a violation of the provisions of § 205-7A through C shall be punishable as provided in N.J.S.A. 39:4-197(3)c.

Trucks, vans and commercial vehicles having a registered gross weight in excess of four tons are excluded from using all Borough streets and roads, except for the specific purposes of picking up and delivering materials or providing services to the Borough and its residents.

A. 
The speed limit for vehicular traffic as it proceeds and traverses the Borough of Saddle River shall be 25 miles per hour, unless otherwise posted.
B. 
Regulatory and warning signs shall be erected and maintained as required by the Commissioner of Transportation of the State of New Jersey.

Pursuant to N.J.S.A. 39:4-197(1)e, the Saddle River Police Department is hereby authorized, empowered and instructed to adopt emergency traffic regulations affecting the local streets of the Borough of Saddle River when indicated by circumstances of a temporary nature so that traffic within the Borough of Saddle River can be managed appropriately to avoid unnecessary congestion, provided that such traffic regulations will not be effective unless a member of the Saddle River Police Department is present or the area affected is posted with appropriate signs indicating an emergency and the appropriate directions to members of the general public.
No person shall drive over or cause any vehicle to be driven over an unprotected fire hose.

Except as otherwise provided in this chapter or in the New Jersey statutes, violation of any provision of this chapter shall be punishable as provided in N.J.S.A. 39:4-203.

Except when necessary to avoid conflict with other traffic or in compliance with the directions of a traffic or police officer or traffic sign or signal, no operator of a vehicle shall stand or park a vehicle in any of the following places:
A. 
Within any intersection in the Borough of Saddle River.
B. 
In any appropriately marked "No Parking" space established by ordinance of the Borough of Saddle River.
C. 
In front of a public or private driveway.
D. 
On a sidewalk.
E. 
Within 10 feet of a fire hydrant.
F. 
Within 50 feet of a stop sign.
G. 
In front of a mailbox.

A. 
These Sections 205-14 through 205-14.11 shall apply to construction companies, excavators, land developers, landscapers, public utilities (except municipal utilities) and any person connected with construction affecting traffic conditions including the owner and/or resident of affected property.
B. 
No part of these Sections 205-14 through 205-14.11 shall relieve a contractor from any obligations to Code Chapter 191, Article II, Street Openings, of the Code of the Borough of Saddle River or other obligations in place within the Borough of Saddle River.

A. 
The Council hereby finds and declares that problems of traffic control occur when traffic must be moved through or around road or street construction, maintenance operations and utility work, above or below ground, which requires blocking the roadway and obstructing the normal flow of traffic and that such obstructions are or can become dangerous when not properly controlled. In order to better promote the public health, safety, peace and welfare, it is necessary to establish controls and regulations directed to the safe and expeditious movement of traffic through construction and maintenance zones and to provide safety for the work forces performing these operations.
B. 
The Borough of Saddle River, County of Bergen, State of New Jersey, does hereby adopt the current Manual on Uniform Traffic Control Devices, Current Edition, hereafter known as "M.U.T.C.D.," except as hereby supplemented and amended, as it controls and regulates wherever construction, maintenance operations or utility work obstructs the normal flow of traffic. Any person, contractor or utility who fails to comply with the provisions of M.U.T.C.D. while performing such work is in violation of this section.

A. 
It shall be the responsibility of the person, contractor or in the case of a public utility wishing to conduct work on, under or above the roadway to contact the Police Department of the Borough of Saddle River, in order to arrange a pre-construction meeting to submit plans for the safe movement of traffic during such period of construction work. Any person, contractor or utility who fails to comply with this section prior to the start of such work of whose plans are not approved by the Police Department, is in violation of these Sections 205-14 through 205-14.11.
B. 
Public utilities conducting routine maintenance work need not comply with the pre-construction meeting requirement.

The person, contractor or utility shall provide the Police Department with at least two emergency contact phone numbers to be called in case of emergency problems at the construction or maintenance site prior to the start of any work. If for any reason emergency contacts cannot be reached or if the emergency contact person does not respond to a call from the Police Department to correct a hazardous condition, the Borough may respond to correct such hazardous condition. The reasonable fees for such emergency services by the Borough shall be charged to the person, contractor or utility responsible for such condition.

The Borough of Saddle River Police Department shall maintain a list of all roads determined to be heavily traveled for the purposes of this article. Such determination shall be made by the Police Department and shall be binding. Said list may be amended from time to time as conditions warrant to include roads which become heavily traveled due to temporary conditions or events. This list shall be available for inspection during normal business hours, and a copy shall be provided upon request of any party.

A. 
There shall be no construction, maintenance operations or utility work under, on or above any heavily traveled roadway (as defined in Section 205-14.5. Heavily traveled roads) in the Borough before the hour of 9:00 a.m. or after 4:00 p.m.
B. 
This time limit may be adjusted to permit work prior to 9:00 a.m. or after 4:00 p.m. by the Police Department of the Borough of Saddle River. If it is determined by the Department that the construction or maintenance operations prior to 9:00 a.m. or after 4:00 p.m. on any roadway would substantially delay traffic or cause a safety or health hazard, the work shall then be permitted only between 9:00 a.m. to 4:00 p.m.

Road closings and/or traffic detours shall not be permitted unless approved by the Saddle River Police Department.

Traffic directors shall be posted at all construction or maintenance sites when determined by the Saddle River Police Department that the same is necessary to provide for the safety and expeditious movement of traffic.

The Saddle River Police Department shall have the authority to stop work, including the removal of equipment and vehicles, stored materials within the street right-of-way, backfilling of open excavations and/or other related work, in order to abate any nuisance, traffic delay and/or safety hazard or for any violation of these Sections 205-14 through 205-14.11.

A. 
In the case of emergency repair work where construction maintenance operations or emergency utility work must be performed that will obstruct, interfere or detour traffic on any roadway in the Borough, the person, contractor or utility performing such operation shall notify the Saddle River Police Department of such emergency operation. The person, contractor or utility shall disclose the nature of the emergency location and hours of operation.
B. 
All emergency construction and maintenance operations shall be performed with full regard to safety and to keep traffic interference to an absolute minimum. During such emergency repair work, the person, contractor or utility shall comply with the provisions of the M.U.T.C.D. while performing such emergency repair work.

Any person, contractor or utility who or which commits a violation of these Sections 205-14 through 205-14.11 shall, upon conviction thereof for a first offense, pay a fine of not less than $100 nor more than $500 and/or be imprisoned in the county jail for a term not exceeding 90 days; and for a second offense, upon conviction thereof, pay a fine of not less than $200 and/or be imprisoned in the county jail for a term not exceeding 90 days; and for a third or subsequent conviction, pay a fine of not less than $500 and/or be imprisoned in the county jail for a term not exceeding 90 days. A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.

A. 
Designation of school crossings. In accordance with and pursuant to the authority of P.L. 1999 Ch. 185 the following is a list of school crossings which have been so designated by the Borough of Saddle River:
(1) 
East Allendale Road between East Saddle River Road and West Saddle River Road.
(2) 
Chestnut Ridge Road between Woodcliff Lake Road and East Allendale Road.
B. 
Adoption of map. The Drunk Driving Free School Zones Map produced on or about February 17, 1998 by Charles Wilde, the Borough Engineer, is hereby approved and adopted as an official finding and record of the location and areas within the municipality of property which is used for school purposes and which is owned by or leased to any elementary or secondary school on school land and of the areas on or within 1,000 feet of such school property.
C. 
Additions and deletions of locations and boundaries of school property. The Drunk Driving Free School Zones Map approved and adopted pursuant to subsection B. of this section shall continue to constitute an official finding and record as to the location and boundaries of areas on or within 1,000 feet of property owned by or leased to any elementary or secondary school or school board which is used for school purposes until such time, if any, that this section shall be amended to reflect any additions or deletions with respect to the location and boundaries of school property and drunk driving free school zones. The list of school crossings designated above by the Borough Council shall continue to constitute an official finding and record of the location of school crossing zones within the Borough of Saddle River until such time, if any, that this section shall be amended to reflect any additions or deletions with respect to school crossing zones in the Borough of Saddle River.
D. 
Changes in locations of boundaries. The school board, or the chief administrative officer in the case of any private or parochial school, is hereby directed and shall have the continuing obligation to promptly notify the office of the Borough Engineer and the Borough Attorney of any changes or contemplated changes in the location and boundaries of any property owned by or leased to any elementary or secondary school or school board and which is used for school purposes or of any additions or deletions to school crossings.
E. 
Original map and list to be on file: copies. The Borough Clerk is hereby directed to receive and to keep on file the original of the map approved and adopted pursuant to subsection B of this section and the list of school crossings and to provide at a reasonable cost a true copy thereof to any person, agency or court which may from time to time request such a copy, along with a certification that such copy is a true copy of the map approved and adopted herein and kept on file. It is hereby further directed that a true copy of such map and list and of this chapter shall be provided without cost to the Bergen County Clerk and to the Office of the Bergen County Prosecutor.
F. 
Map and list as evidence. The following additional matters are hereby determined, declared, recited and stated: It is understood that the map and list approved and adopted pursuant to this section was prepared and is intended to be used as evidence in prosecutions arising under the criminal and traffic laws of this state and that, pursuant to state law, such map and list shall constitute prima facie evidence of the following:
(1) 
The location of elementary and secondary schools within the municipality.
(2) 
The boundaries of the real property which is owned by or leased to such schools or a school board.
(3) 
That such school property is and continues to be used for school purposes.
(4) 
The location and boundaries of areas which are on or within 1,000 feet of such school property.
(5) 
The location of all school crossings in the Borough of Saddle River.
