For the purpose of promoting the health, safety
and the general welfare, by regulating and restricting the height,
number of stories and size of buildings and other structures, the
percentage of lots that may be occupied, the size of yard, courts
and other open spaces, the density of population and the location
and use of buildings, structures and land for trade, industry, residence
or other purposes, and to preserve and promote the aesthetic as well
as the functional character and natural beauty within the Village,
these regulations are hereby established and shall hereafter apply.
