A. 
The words and phrases used in this chapter shall for the purpose of this chapter have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York.
B. 
The following words and phrases which are not defined by Article 1 of the Vehicle and Traffic Law of the State of New York shall have the meanings respectively ascribed to them in this section for purposes of the traffic ordinances of this City.
CURBLINE
The prolongation of the lateral line of a curb or, in the absence of a curb, the lateral boundary line of the roadway.
HOLIDAYS
Includes any days designated as public holidays in § 24 of the General Construction Law.
OFFICIAL TIME STANDARD
The time standard which is in current use in this state. Whenever certain hours are named herein or on traffic control devices, they shall be deemed to refer to such time standard.
PARKING METER ZONE
A plot or parcel of land or building owned and/or leased by this City and/or any public parking district established by the City not including highways, upon or within which the parking of vehicles is regulated by signs and/or parking meters.
SEASONAL LIMITED-USE ROAD
A seasonal road shall, for the purpose of this chapter, have the meaning described as follows:

(1) 
The Department of Public Service Supervisor is authorized to annually designate, on or before the first day of November in each year, a City road as a seasonal limited-use road.
(2) 
Seasonal limited-use roads shall be those City roads without occupied residences or commercial buildings dependent upon such roads for access.
(3) 
Seasonal limited-use roads shall be appropriately posted.
(4) 
The City is authorized to temporarily discontinue snow and ice removal and maintenance from the first day of December until the first day of April on any road so designated.
The Common Council shall install and maintain or cause to be installed and maintained traffic control devices when and as required under the provisions of this chapter to make effective the provisions of said chapter and may install and maintain or cause to be installed or maintained such additional traffic control devices as it may deem necessary to regulate, warn or guide traffic under the Vehicle and Traffic Law of the State of New York subject to the provisions of §§ 1682 and 1684 of that law.
Pursuant to the provisions of § 1603(a) of the Vehicle and Traffic Law, power may be delegated by resolution to a designated official, board or agency to exercise, by official order, rule or regulation, the following powers granted to the Common Council in Article 39 of the Vehicle and Traffic Law; subject, however, to the limitations imposed by §§ 1645 and 1684 of the Vehicle and Traffic Law:
A. 
Prohibit, restrict or limit the stopping, standing or parking of vehicles.
B. 
Provide for the installation, operation, maintenance, policing and supervision of parking meters, establish parking time limits at such meters, designate hours of operation of such meters, and fix and require the payment of fees applicable to parking where such meters are in operation. Such fees shall be paid to the City and credited to its general fund; provided, however, the coins deposited in the meters shall be collected at least once each week as designated by the Common Council, under the direction of the City Chamberlain, who shall keep a record of such collections.
