No purchase shall be made, no order shall be placed, nor shall any contract which in any manner involves the expenditure of money or the incurring of any pecuniary liability be entered into by any officer or employee of the Village of Tarrytown unless:
Authorized by a specific resolution of the Board of Trustees; or
Authorized, in writing, by the head of the appropriate village department or, in his absence, by the acting head of that department and approved, in writing, by the Mayor or a Trustee who is a member of the committee to which that department is assigned or the Village Treasurer.
No claim for payment shall be audited by the Board of Trustees unless the above procedure is followed.
This chapter applies to all funds and departments of the village, and exceptions shall be made only when authorized by resolution of the Board of Trustees.
