The Board of Fire Wardens and the Board of Trustees of the Village of Tarrytown have caused an investigation and study to be made concerning possible threats and dangers to the health, safety and welfare of the public incident to deliveries made to gasoline service stations of flammable and explosive materials. Particular note was taken of recent fires and explosions which endanger lives and property of drivers and persons in the village. After conferring with representatives of the various petroleum companies doing business in the village, it was determined that regulations and restrictions on deliveries are required to minimize the possibility of fire and explosion.
For the purpose of this article, the following definitions shall apply:
PETROLEUM PRODUCTS
Gasoline, oil, kerosene, diesel and motor fuels of all kinds.
SERVICE STATION
Commercial and/or public establishments, garages, gas stations, repair facilities, storage areas, depots and terminals where petroleum products are sold, stored, delivered or used.
Deliveries of petroleum products to service stations shall be made only at such times as the station shall be open for business and an officer, director or general agent or manager, owner or operator of the station is in actual attendance.
All tanks or receptacles used for the storage or maintenance of stocks of petroleum products at service stations shall be separately and individually measured by dipstick prior to filling on each and every occasion when a delivery is made, which measurement shall be the responsibility, jointly and severally, of the delivery company, its officers, agents and employees and of the operator of the service station, its officers, agents and employees. No person shall fill or attempt to fill such a tank or receptacle without first measuring the contents thereof by dipstick.
All tanks or receptacles used for the storage or maintenance of stocks of petroleum products shall be kept in good working order, free of leaks, corrosion and debris and furnished with caps, covers and valves in operating condition.
It shall be unlawful for any person to spill petroleum products on the ground or to deposit the same in anything other than a leakproof container designated for the storage of petroleum products or to otherwise allow the same to accumulate or gather on or about the property on which a service station is located or on any adjoining property or public street.

Penalties shall be as provided in Chapter 1, General Provisions, Article II. Each day that a violation continues shall be deemed a separate offense.
