A. 
Any motor vehicle owner residing in the Village of Tarrytown who is handicapped shall, upon written application to the Village Clerk, accompanied by medical proof of such incapacity satisfactory to the Village Clerk, be entitled to a handicapped parking permit, without charge, to be issued by the Village Clerk, effective for a period of one year from the date of issuance.
B. 
The permit shall bear the name of the permit holder and the license number and description of the motor vehicle for which the permit is issued and, when affixed to the right rear window of said motor vehicle owned by him/her and described in his/her application, shall entitle the permit holder to park in any parking space, metered or unmetered, where parking is permitted, without regard to any time limits for individual parking which may otherwise be applicable, except that the permit holder shall be permitted to park in a metered space designated for one-hour parking for up to three hours. The maximum allowable time period for parking in an on-street space designated for handicapped parking shall be two hours. The permit holder shall be permitted to park in a nonmetered space that is subject to time limits for a period of twice the applicable time limit noted on the parking restriction sign.
C. 
The holder of a handicapped permit shall be subject to all parking regulations and restrictions established by the Village of Tarrytown, including but not limited to depositing or causing to be deposited appropriate money in parking meters and the purchase of parking permits for parking in restricted parking lots, with the exception thereto noted in § 291-60 hereinbelow.
Any individual entitled to the above-noted handicapped parking permit and who is physically incapable of utilizing the established parking meters may, upon written application to the Village Clerk, accompanied by medical proof thereof, be entitled to a special handicapped parking permit. The special handicapped parking permit shall cost $25 per year and shall entitle the holder to park in any Village parking space, whether metered or unmetered. The holder shall not be required to place money in the parking meters. The above-noted time limitations shall apply.
No vehicle shall be parked in any area clearly marked for handicapped persons unless said vehicle displays the official handicapped permit as defined by the Laws of the State of New York and the County of Westchester.

A. 
It shall be the policy of the Village of Tarrytown to establish from time to time areas designated as parking for the vehicles of handicapped individuals. "Handicapped" shall include and be limited to that category of individuals as designated, defined and qualified under the laws of the State of New York and the County of Westchester. Individuals possessing a valid permit for handicapped parking pursuant to the laws of the State of New York and the County of Westchester shall be permitted to park in those areas designated by the signs or otherwise as handicapped parking reserved, except for the fact that the designated parking areas shall be for the exclusive use of qualified handicapped drivers. All usual rules and regulations of the Code of the Village of Tarrytown shall apply.
B. 
The streets, driveways, parking lots and auto parks or parts of streets, driveways, parking lots and auto parks described in Schedule XXVII (§ 291-92), attached to and made a part of this chapter, are designated for use by the handicapped. The maximum allowable time period for parking shall be two hours unless otherwise indicated. However, the two-hour time limitation for handicapped parking spaces within parking meter zones shall apply only during the hours established for operation of parking meters in that zone.
C. 
All vehicles parked in violation of this statute herein or those vehicles that fail to display the necessary handicapped permit shall be punishable by a fine of $80. Each day on which a vehicle is parked or left standing in violation of any of the terms of this section shall constitute a separate offense.
D. 
Owners of private property who have established private handicapped parking areas may request, pursuant to New York State Vehicle and Traffic Law § 1610, that the Village of Tarrytown designate said private handicapped parking areas as a handicapped parking zone subject to regulation and enforcement pursuant to this chapter. Owners of private property who request Village enforcement pursuant to this section shall post and maintain the handicapped parking areas pursuant to the provisions of the New York State Vehicle and Traffic Law, and upon the written request of said property owners, the Village of Tarrytown Police Department shall enforce the provisions of this chapter on their property.
