The several volunteer fire companies in service in the Borough of Carlisle, namely the Empire Friendship Firefighters' Association, operating as Carlisle Fire and Rescue Services, Union Fire Company and any additional fire companies located therein which may hereafter be recognized by ordinance of the Borough of Carlisle shall together form the Fire Department of the Borough of Carlisle, Pennsylvania, hereafter designated the "Fire Department."

The Fire Department shall be under the command and direction of an officer to be known as the “Fire Chief,” so employed by the Borough Manager, and subject to his powers and duties under the authority of Chapter 41, Borough Manager, of this Code.

The Fire Chief or, in his or her absence, the highest ranking available subordinate officer shall have control over all fire apparatus and equipment owned by the Borough at all times and full control over all fire scenes or emergency calls to which personnel of the C.F.D. have or are responding.

The Fire Chief shall keep or cause to be kept complete records of all fires, with information as prescribed by the Borough Manager in order to as ascertain the causes of fires. The Fire Chief shall provide reports to the Borough Manager and/or Borough Council as each or both may direct concerning the condition of the Fire Department and the companies comprising the Fire Department, the status of equipment and the activities undertaken by the Fire Department in furtherance of its public safety duties.

The Fire Chief shall be appointed as a building code enforcement officer, and as such shall cooperate with the regularly appointed Borough Code Enforcement Officers in enforcing all local and state laws concerning building construction, maintenance, safety and fire prevention. Immediately upon the selection of each new Fire Chief, the Borough Council shall proceed to secure such officer's appointment as an assistant to the Pennsylvania State Police under the provisions of an Act of Assembly April 27, 1927, P.L. 450, as amended.[1] Upon receipt of such appointment the Fire Chief shall assume and exercise the powers and responsibilities assigned to such officers under the authority of said Act of Assembly.

The Fire Department of the Borough of Carlisle shall engage in such emergency management programs as may from time to time be undertaken by local, state or federal agencies for the purpose of organizing and operating emergency management units for the protection of the public.
