The Treasurer of the Borough of Carlisle shall collect from the proper
officers of this commonwealth the foreign fire insurance tax monies due said
Borough of Carlisle and shall pay over the same, when and as soon as the tax
shall, from time to time, be received by said Treasurer, to the treasurer
of the association of firemen of the Borough of Carlisle known as the "Carlisle
Firemen's Relief Association," to be used by said Association for the
objects and purposes of fireman's relief[2] and in accordance with charter and bylaws; provided, however,
that the amount of the said tax shall only be paid over to the Association
while it is in existence for the purpose above set out; provided that the
Borough of Carlisle shall in nowise be liable for the proper application of
said moneys after the same shall have been received by the treasurer of the
said Association nor for the payment of any sum or sums except as in this
chapter specified; and, provided further that the Carlisle Fireman’s
Relief Association shall have provided an annual report for the preceding
year to the Borough of Carlisle specifying the disposition of said funds for
that year.

Editor's Note: The preamble to this ordinance quoted from Section
2 of the Act of June 25, 1895, relating to payments from state foreign fire
insurance tax to municipalities, in that the funds were to be applied for
firemen's relief; that the members of the Borough Fire Department had
organized the Carlisle Firemen's Relief Association, had applied for
its incorporation, and its intent was to provide a fund, from legacies, bequests
and other sources, for relief, support and burial of its members and for pensioning
of widows and dependents of members killed or who may die of injuries in the
line of duty as firemen.
