The Carlisle Parks and Recreation Board shall consist of no more than seven members, all to be appointed by the Borough Council for such terms as shall permit no more than two terms to expire in any one calendar year.

The members of the Board shall be appointed by Borough Council for terms of four years, in such order that at least one member's term shall expire annually. The present members of the Board shall continue for the terms presently in existence.

The members of the Parks and Recreation Board shall serve without pay, and vacancies in such Board occurring otherwise than by expiration of a term shall be filled by Council for the unexpired term in the same manner as original appointments.

The members of the Parks and Recreation Board shall elect their own Chairperson and Secretary and select all other necessary officers to serve for a period of one year.

The Parks and Recreation Board shall provide its counsel and guidance to Borough Council on matters relating to programs, parks and recreation areas and rules and regulations relating thereto.

The Director of Parks and Recreation shall be the administrative officer of the functions of the Parks and Recreation Board and shall be directly responsible to the Borough Manager for the performance of his or her duties.[1]
