[HISTORY: Adopted by the Borough Council of the Borough of Carlisle
at time of adoption of Code (see Ch. 1, General Provisions, Art. I). Amendments
noted where applicable.]
There is hereby adopted in its entirety by the Borough Council of the
Borough of Carlisle that certain plumbing code known as the "International
Plumbing Code/2003," as published by the International Conference of Building
Officials, save and except such portions as are hereinafter deleted, modified
or amended. Copies of this chapter and the said International Plumbing Code/2003
are on file in the office of the Borough of Carlisle. Any amendments or supplements
by said publisher to the 2003 Code after its initial publication are not intended
to be adopted hereby.
The provisions of this chapter shall take effect upon enactment, provided
that where a permit has already been issued under prior ordinances for work
in the nature of installation, alteration, extension, repair or maintenance
of plumbing and drainage systems, this chapter as previously existing shall
govern said work.
A.
The following definitions shall be added, in proper alphabetical
sequence, to Section 202, General Definitions:

APPRENTICE PLUMBER: A person who is registered by a licensed
master plumber with the code official as being apprenticed to said master
plumber in the course of learning the practice of plumbing.

JOURNEYMAN PLUMBER: A person who has served as an apprentice
plumber for a period of four years in the Borough of Carlisle or elsewhere,
who is considered by the code official to be qualified for examination, and
who, upon satisfactorily passing an examination therefore, has been properly
licensed as a journeyman plumber.

|
MASTER PLUMBER: A person who has served as a journeyman
plumber for a period of two years in the Borough of Carlisle or elsewhere,
who is considered by the code official to be qualified for examination, and
who upon satisfactorily passing an examination therefore, has been properly
licensed as a master plumber.

B.
Section 106, Permits.
|
106.5 Permit issuance. No permit shall be issued to any
person to do or cause to be done any work regulated by this code except to
a person holding a valid, unexpired and unrevoked master plumber license as
required by this code, except that a permit required by this code may be issued
to do the following work required by this code:

To a person in a dwelling used exclusively for living purposes, including
the usual accessory buildings and quarters in connection with such buildings,
in the event that such person is the bona fide owner of such dwelling and/or
accessory buildings and that the same are occupied by said owner, provided
that said owner shall personally purchase all materials of construction and
shall personally perform all labor in connection therewith.

To a contractor installing new water and sanitary sewer service laterals
in conjunction with the construction by said contractor of new water and sanitary
sewer mains connected to such laterals.

The application, construction documents and other data filed by an applicant
for a permit shall be reviewed by the code official. If the proposed work
conforms to the requirements of this code and all laws and ordinances applicable
thereto, and the fees specified in § 106.6 have been paid, a permit
shall be issued to the applicant.

|
106.5.2 Fee schedule. The fees for all plumbing permits, licenses, inspections, testing, etc., required by this chapter shall be as indicated in Chapter 120, Fees, of the Code of the Borough of Carlisle as enacted and ordained, and as may be, from time to time, amended.

C.
Section 305, Protection of pipes and plumbing system components.
|
305.6.1 Sewer depth. Building sewers that connect to private
sewage disposal systems shall be a minimum of 36 inches (914 mm) below finished
grade at the point of septic tank connection. Building sewers shall be a minimum
of 36 inches (914 mm) below grade.

D.
Section 306, Trenching, excavation and backfill.
|
306.2 Trenching and bedding. Where trenches are excavated
such that the bottom of the trench forms the bed for the pipe, solid and continuous
load-bearing support shall be provided between joints. Bell holes, hub holes
and coupling holes shall be provided at points where the pipe is joined. Such
pipe shall not be supported on blocks to grade. In instances where the materials
manufacturer's installation instructions are more restrictive than those
prescribed by the code, the material shall be installed in accordance with
the more restrictive requirement. Trenches shall be of sufficient width to
permit proper installation of the pipe. Trenching and bedding shall also comply
with the following requirements:

A.

Water from curb to structure. All water laterals shall have a four-
to six-inch bedding of fine gravel and a minimum cover of six inches of 2-B
stone or equivalent.

B.
|
Sewer lateral from curb to structure. Sewer laterals shall have a minimum
of six-inch bedding of fine gravel and a minimum of 12 inches of cover with
2-B stone or equivalent. The trench shall be backfilled to grade in layers
of six inches maximum depth and compacted after each placement.

306.3 Backfilling. All water laterals shall have a minimum
of six to eight inches of cover of 2-B stone, or equal, tamped in place. All
sewer laterals shall have a minimum of 12 inches of covering of 2-B stone
or equal, tamped in six-inch layers. After the 2-B or equal cover, loose earth
free of rocks, broken concrete, frozen chunks and other rubble shall be carefully
placed in the trench in six-inch layers and tamped in place. Care shall be
taken to thoroughly compact the backfill under and beside the pipe to be sure
the pipe is properly supported. Backfill shall be brought up evenly on both
sides of the pipe so that it retains proper alignment.

Section 603, Water service.
|
603.2 Separation of water service and building sewer/drain.
When building sewer is installed in the same trench as the water service,
service lines shall be at least 18 inches apart. The joints shall be such
as to remain watertight and rootproof.
|
F.
Section 605, Materials, joints and connections.
|
605.3 Water service pipe. Water service pipe shall be copper
tubing, Type K only, and shall conform to one of the standards for this material
listed in Table 605.3. All water service pipe or tubing, installed underground
and outside the structure, shall have a minimum working pressure rating of
160 psi (1,100 kPa) at 73.4° F. (23° C.). Where the water pressure
exceeds 160 psi (1,100 kPa), piping material shall have a minimum rated working
pressure equal to the highest available pressure.

G.
Section 607, Hot water supply system.
|
607.3.2 Backflow prevention device or check valve. Where
a backflow prevention device, check valve or other device is installed on
a water supply system utilizing storage water heating equipment such that
thermal expansion causes an increase in pressure, a thermal expansion tank
for controlling pressure shall be installed. Such tank shall be sized as shown
on Table 607.1.

H.
Section 608, Protection of potable water supply.
|
608.13.7 Double check-valve assemblies. All new nonresidential
and residential buildings shall be provided with double check-valve assemblies.
All existing nonresidential and residential buildings shall be provided with
double check-valve assemblies whenever any portion of the service lateral
extending from the curb box to the premises is repaired or replaced. All buildings
whereby the internal pressure of the water supply has been increased by a
mechanism that results in raising the water pressure in the system to a level
that is greater than the pressure of the public supply system shall be provided
with double check-valve assemblies.

Section 702, Materials.
|
702.2 Underground building drainage and vent pipe. Underground
building drainage shall be of cast iron, acrylonitrile/butadiene/stryene (ABS)
plastic pipe or polyvinyl chloride (PVC) plastic pipe and shall conform to
one of the standards for these materials listed in Table 702.2.

702.3 Building sewer pipe. Building sewer pipe shall be
of cast iron, acrylonitrile/butadiene/stryene (ABS) plastic pipe, or polyvinyl
chloride (PVC) plastic pipe and shall conform to one of the standards for
these materials listed in Table 702.3.

J.
Section 703, Building sewer.
|
703.1 Building sewer pipe near the water service. When
building sewer is installed in the same trench as the water service as provided
in § 604.2, service lines shall be at least 18 inches apart.

|
703.6 Minimum size building sewer. The gravity building
sewer shall not be less than four inches (102 mm) in size.
|
K.
Section 708, Cleanouts.
|
708.3.3 Changes of direction. Cleanouts shall be installed
in each change of direction of the building sewer, building drain or horizontal
waste or soil line, which is greater than 45° (0.79 rad). Where more than
one change of direction occurs in a run of piping, only one cleanout shall
be required for each 40 feet (12,192 mm) of developed length of the drainage
piping. Access shall be provided to all cleanouts.

L.
Section 904.1, Roof extensions.
|
904.1 Roof extensions. All open vent pipes that extend
through a roof shall be terminated at least 12 inches (305 mm) above the roof,
except that where a roof is to be used for any purpose other than weather
protection, the vent extensions shall be run at least seven feet (2,134 mm)
above the roof.

M.
Section 1003, Interceptors and separators.
|
1003.1 Interceptors required. Interceptors for oil, grease, sand and other substances harmful or hazardous to the building drainage system, the public sewer or sewer treatment plant or processes shall be provided as required by this chapter and Chapter 197, Sewers, of the Code of the Borough of Carlisle. Where food waste grinders connect to grease interceptors, the grease interceptor shall be sized and rated for the discharge of the food waste grinder.

1003.10 Access and maintenance of interceptors and separators.
Access shall be provided to each interceptor and separator for service and
maintenance. Interceptors and separators shall be maintained by removal of
accumulated grease, scum, oil or other floating substances and solids deposited
in the interceptor or separator in accordance with a maintenance schedule
established by the code official.

N.
Section 110, Master plumber license.
|
110.1 Plumbing work to be performed by or under supervision of
licensed master plumber. It shall be unlawful for any person to engage
in the business of plumbing in the Borough of Carlisle unless such person
shall be licensed as a master plumber under the provisions of this chapter,
provided that if any person engaged in the business of plumbing in the Borough
shall be a firm or corporation, at least one individual, being a member of
such firm or corporation, shall be a licensed master plumber under the provisions
of this chapter.

110.2 Application for licenses and registration. Any person
desiring to be licensed as a journeyman or master plumber shall make a written
application to the code official on the form provided by the code official.

|
110.2.1 Apprentice plumber registration. Each apprentice
plumber shall be registered each year by the master plumber who employs said
apprentice.
| ||
|
110.2.2 Journeyman plumber registration. Each journeyman
plumber shall be registered each year by the master plumber who employs said
journeyman. Enclosed with an application for registration as a journeyman
plumber shall be a sworn affidavit from the firm or firms under which the
applicant has served as an apprentice plumber.
| ||
|
110.2.3 Master plumber license. Enclosed with an application
for license as a master plumber shall be a sworn affidavit from the firm or
firms under which the applicant has served as a journeyman plumber. In addition,
the master plumber shall execute and deliver to the code official a contractor's
liability insurance policy of not less than $300,000.

|
110.3 Issuance of plumbers licenses. The code official
shall establish standards and procedures for the qualification, examination
and licensing of plumbers and shall issue a master plumber or journeyman plumber
license, as the case may be, to each individual who shall meet the qualifications
therefore as determined by the results obtained by such individual in an examination
taken by him or her. The code official shall determine the character of the
examination to be given any applicant and shall conduct such examinations
for the purpose of determining such applicant's competency and knowledge
of plumbing and drainage work.

110.3.1 Reexaminations. Any person who fails to pass the
examination as prescribed by the code official may apply for reexamination
after the expiration of 30 days. Should such person fail the second time,
the code official may refuse a third application until after the expiration
of six months.

|
110.3.2 License nontransferable. No person who has obtained
a plumber's license shall allow his or her name to be used by another
person either for the purpose of obtaining permits or for doing business or
work under the license. Every person licensed shall notify the code official
of his or her place of business, and shall give immediate notice to the code
official of any change in either.

|
110.3.3 License numbers. All master plumbers' licenses
shall be numbered and each such licensee shall cause to be printed on all
vehicles used in the business of plumbing by the licensee letters at least
one inch high stating "Plumber's License No.___," and shall insert in
the blank the number of license issued. Once a master plumber license has
been issued to a master plumber and it is kept currently renewed, the same
license number shall continue.

110.3.4 Renewal of licenses. All licenses shall expire
on December 31 of the year in which issued. Licenses may be renewed between
January 1 and January 31 of the following year upon the payment of fees and
submission of the required registration form.

110.4 Suspension and revocation of licenses. The code official may suspend or revoke any license or registration and the privilege of having a license or certificate authorized by this chapter upon violation of or noncompliance with any of the provisions of this chapter and those of Chapters 197 and 251 of the Code of the Borough of Carlisle, Sewer and Water, respectively, as said chapters have existed, do now exist, or hereinafter exist; the code official may also suspend or revoke any license or certificate and the privilege of having a license or certificate for any conduct unbecoming of a plumber or indicative of incompetence, dishonesty or similar unfitness for position.

110.4.1 Term of suspension. A suspension shall be for such
term as the code official may determine or an indefinite term or a term subject
to a condition, and may exceed the term of any license or registration which
the person in question may then hold. In the event of a revocation, the person
in question shall never again be permitted to hold a license or certificate.

|
110.4.2 Determination by the code official. The code official
shall consider as an aggravating circumstance in deciding upon appropriate
action the fact that the person in question has previously acted improperly,
if such is the case.
| ||
|
110.4.3 Responsibility of employer. In a proper case, as
determined by the code official, an employer shall be subjected to suspension
and revocation as a consequence of the acts of an employee, provided that
nothing herein shall excuse the employee from such strictures.
| ||
|
110.5 Temporary license. The code official may issue a
temporary license pending final determination of the applicant's qualifications,
provided that the applicant holds a valid plumber's license issued by
another municipality. Said municipality shall be comparable in size to the
Borough of Carlisle and shall have adopted a plumbing code and requirements
for certification as a master plumber comparable to those set forth in this
chapter.

110.6 Special license. In lieu of applying for a master plumber license as herein provided, any person holding a current master plumber license from another municipality that has adopted a plumbing code and requirements for certification as a master plumber comparable to those set forth in this chapter may apply to the code official for a special license authorizing a specific or individual job to be performed within the Borough of Carlisle. The fee for each special license shall be as provided in Chapter 120 of the Code of the Borough of Carlisle and shall be in addition to all other plumbing fees. Such special license shall require full compliance with all the provisions of this code as to inspection and furnishing of a certificate of general liability insurance, as set forth in § 110.2.3. At the completion of each contract or job, the special license shall be void, and no further work shall be performed until another special license is obtained as herein provided.

O.
Section 605.
|
605.2.1 Replacement of certain portion of water service laterals.
In connection with repair upon or replacement of the portion of a water service
lateral from the curb stop to the water main, the owner of a structure serviced
by said lateral shall replace at the expense of the owner that portion of
the service lateral from the curb stop to the structure where such portion
has a component of lead exceeding 8% with new piping material in accordance
with this chapter within 90 days of written notice by the Borough of Carlisle.

Section 701.
|
701.2.1 Public systems available. A public water main or
public sewer system shall be considered available to a building
when the property on which said building is located adjoins or abuts upon
any street, alley or avenue in which the public water and/or sewer system
shall be located.

Section 1004.
|
1004.14 Sampling points. An approved sampling point shall be provided on the building sewer pipe between the interceptor/separator and the public sewer pipe. The sampling point shall be readily accessible and routine sampling shall occur according to the schedule established by the code official. Testing of samples shall be performed in accordance with the requirements of Chapter 197 of the Code of the Borough of Carlisle.
