The speed limit for both directions of traffic along the streets or parts thereof described in Schedule I (§ 244-83), attached to and made a part of this chapter, is hereby established at the rate of speed indicated in said schedule. It shall be unlawful for any person to drive a vehicle at a higher speed than the maximum prescribed for that street or part of a street.
Traffic control signals shall be installed and operated (or are ratified if previously installed) at the intersection of those streets described in Schedule II (§ 244-84), attached to and made a part of this chapter.
A. 
Wherever special pedestrian control signals are in place, every pedestrian facing a steady or flashing "Don't Walk" signal shall obey the directions of that signal, as follows:
(1) 
When facing a steady "Don't Walk" signal, a pedestrian shall not start to cross the roadway in the direction of the signal, but any pedestrian who has partially completed his crossing on the "Walk" signal should proceed to a sidewalk or safety zone while the "Don't Walk" signal is showing.
(2) 
When facing a flashing "Don't Walk" signal, a pedestrian shall not start to cross the roadway in the direction of the indication, but any pedestrian who has partly completed crossing during the "Walk" indication should proceed to a sidewalk or safety zone.
B. 
Any pedestrian who fails to obey the directions of a "Don't Walk" signal, as indicated above, shall be guilty of a summary offense and a violation of this chapter.
No person shall make a right turn (or a left turn from a one-way street into another one-way street) when facing a steady red signal at any of the locations described in Schedule III (§ 244-85), attached to and made a part of this chapter.
It shall be unlawful for the driver of any vehicle to make a turn of the kind designated (left, right, all) at any of the intersections described in Schedule IV (§ 244-86), attached to and made a part of this chapter.
The intersections described in Schedule V (§ 244-87), attached to and made a part of this chapter, are hereby designated as right-turn-only intersections, and it shall be unlawful for any person to turn left or to proceed across such intersections.
It shall be unlawful for the driver of any vehicle to make a U-turn on any of the streets or parts of streets described in Schedule VI (§ 244-88), attached to and made a part of this chapter.
The streets or parts of streets described in Schedule VII (§ 244-89), attached to and made a part of this chapter, are hereby designated as one-way streets in the direction indicated, and it shall be unlawful for any person to drive a vehicle on any one-way street other than in the direction established for traffic on that street.
No-passing zones are hereby established along those streets or parts of streets described in Schedule VIII (§ 244-90), attached to and made a part of this chapter, and it shall be unlawful for the driver of any vehicle to overtake or pass another vehicle or to drive on the left side of the roadway in any no-passing zone described in said schedule.
The streets or parts of streets described in Schedule IX (§ 244-91), attached to and made a part of this chapter, are hereby established as through streets; and the driver of any vehicle, upon approaching any such street at any intersection thereof (except for such intersections where there are now or shall hereafter be located official traffic signals), shall come to a full stop or yield the right-of-way, as the case may be, before entering any such through street.
The intersections described in Schedule X (§ 244-92), attached to and made a part of this chapter (in addition to intersections with the through streets established by § 244-16), are hereby established as stop intersections, and official stop signs shall be erected (or are ratified if previously erected) in such a position upon the first-named street as to face traffic approaching the second-named street in the direction or directions indicated in said schedule. Every driver of a vehicle approaching any such intersection upon the first-named street, in the direction or directions indicated in each case, shall come to a full stop before entering any such intersection.
The intersections described in Schedule XI (§ 244-93), attached to and made a part of this chapter (in addition to intersections with the through streets established by § 244-16), are hereby established as yield intersections, and official yield signs shall be erected (or are ratified if previously erected) in such a position upon the first-named street as to face traffic approaching the second-named street in the direction or directions indicated. Every driver of a vehicle approaching any such intersection upon the first-named street, in the direction or directions indicated in each case, shall slow down or stop the vehicle and then yield the right-of-way to any vehicle in the intersection or approaching on the second-named street so closely as to constitute a hazard during the time that the driver is moving across or within such intersection.

It shall be unlawful for any person to drive any vehicle except a passenger vehicle, but not including any passenger vehicle drawing any trailer or towing any other vehicle, upon any of the streets or parts of streets described in Schedule XII (§ 244-94), attached to and made a part of this chapter, provided that the proscription herein shall not apply to vehicles engaged in local deliveries or emergency vehicles.
It shall be unlawful for any person to drive any commercial vehicle or other tractor, trailer or tractor-trailer combination, having a gross weight in excess of that respectively prescribed, upon any of the streets or bridges, or portions thereof, described in Schedule XIII (§ 244-95), attached to and made a part of this chapter, except that the aforesaid weight limit shall not apply to any motor vehicle, trailer or tractor-trailer combination making deliveries to or picking up goods, wares, material or merchandise from any property located upon any such restricted zone. The provisions of this section shall not apply to public utility vehicles, fire-fighting equipment, garbage and rubbish vehicles or school or public transportation buses.
It shall be unlawful for any person to drive any vehicle, including a motorized minibike, upon nonhighway property, including parklands,[1] owned, leased or possessed by the Borough of Carlisle, unless such operation is authorized in writing by the Borough Manager or unless the vehicle and driver meet such requirements, including licensing, as would permit the vehicle's operation by the driver on public highways within the Commonwealth of Pennsylvania and the operation is confined to areas set aside for parking or other use of vehicles. Any person who shall violate this section shall be subject to a fine of not less than $10 nor more than $25 and costs of prosecution, and in default of payment of such fine and costs not caused by indigency, to imprisonment for not more than five days. Nothing in this section shall be construed to authorize the operation of a vehicle in violation of any other existing law or regulation, federal, state or local; nor shall anything herein affect or prohibit operation of vehicles on the aforesaid realty for purposes of maintenance of the area, for other official Borough purposes or in emergency situations.
