Subject to the rates, charges, rules and regulations as presently and hereafter enacted and amended, a consumer who desires service of water which will not in any manner be discharged into the Carlisle sanitary sewer system, such as for lawn watering and swimming pools, may apply for a separate service line and water, a permit for which will be issued by the Borough subject to the conditions herein set forth.
The service line for such water supply shall be installed by the Borough from the main to the curb as set forth in § 251-12 of this chapter.
The entire cost of said service line and meter for such water shall be borne by said consumer in accordance with § 251-13 of this chapter, except that neither said service line nor any lines, pipes or hoses connected to the same shall at any time extend to, through or into any building on said premises. The meter for such water service shall be maintained in a frost-proof pit approved by the Borough. Said line shall be installed in accordance with a plan submitted to and approved by the Borough, and no changes, additions or extensions of same shall be made without written approval of the Borough. At no time shall any water from said service line be discharged into the Carlisle sanitary sewer system nor shall any connections of said service line be made with any other water system in any manner.
This article shall not be construed in any manner to deal with consumers of water used inside of buildings nor to authorize the construction of cesspools, septic tanks, dry wells and other such receptacles for the disposition of water or sewage and is not to conflict with the provisions of the Borough ordinances dealing with sanitary sewers.[1] The article is intended to relate to users of water outside of buildings.

For the purpose of determining compliance with this article and the applicable rules and regulations, the proper Borough employees may inspect said service line and all connections thereto at any time and the application for service shall be deemed to include an agreement by the applicant permitting such inspection.

Any person who shall violate any provision of this article and the applicable rules and regulations shall be subject to the immediate discontinuance of said service and, in addition thereto, upon conviction thereof, be subject to a fine not to exceed $1,000 for each such violation, plus costs, and, in default thereof, to imprisonment for a period not to exceed 30 days. In addition to said penalties, the Borough may collect by all lawful means any expenses which it has incurred in regard to said service line and the installation or removal thereof.
