In addition to the goals listed in Article I of this chapter, the Institutional District is intended to achieve the following:
A. 
To encourage a harmonious pattern of institutional development which can mutually benefit the Borough and the institutions themselves.
B. 
To encourage the development of institutional uses in accordance with approved standards and to promote the planning for the location of future institutional uses serving a regional population.
In INS District, land or buildings shall be used by right only for the following:
A. 
Personal care center, subject to compliance with § 255-199A(31).
B. 
Hospital (general, medical or surgical), medical or health center or nursing home, subject to compliance with § 255-199A(20) and (30).
C. 
Place of worship, subject to compliance with § 255-199A(32).
D. 
College or university, private or public elementary or secondary school, nursery school, day-care center (but not to include a trade school) YMCA, YWCA and the like; subject to compliance with § 255-199A(29) and (38).
E. 
Cemetery, subject to compliance with § 255-199A(12).
F. 
Governmental building, community center, public library or public park.
G. 
Adult day-care center, subject to compliance with § 255-199A(2).
H. 
Uses permitted within the R-1 District, within the requirements of the R-1, and not the INS, District.
I. 
Forestry.
J. 
Community services and resource center, subject to compliance with § 255-199A(13.1).

K. 
Community gardens, subject to compliance with § 255-199A(53).

L. 
Non-tower wireless communications facilities, subject to compliance with § 255-199A(50).

Only the following accessory uses shall be permitted:
A. 
Play field or recreational facility as a customary and incidental use to a permitted principal use (not required to be on the same lot as, but under possession and control of, the permitted principal use).
B. 
Dormitory as an accessory use to a college or university, provided that any dormitory shall be a minimum of 80 feet from an abutting lot line of a single-family detached dwelling, single-family semidetached dwelling or townhouse.
C. 
Living accommodations for watchmen, caretakers or the staff or employees of a permitted institution.
D. 
Offices of licensed physicians or dentists.
E. 
Accessory uses that are clearly customary and incidental to a permitted use.
F. 
Boardinghouse as an accessory use to a college or university, provided that any boardinghouse shall be a minimum of 80 feet from an abutting lot line of a single-family detached dwelling, single-family semidetached dwelling or townhouse.
G. 
Commercial communication antenna mounted on a permitted structure, subject to compliance with § 255-199A(50).
H. 
Community gardens, subject to compliance with § 255-199A(53).

The following regulations shall be observed for both principal and accessory structures and uses:
A. 
Building coverage: 40% maximum.
B. 
Impervious coverage: 80% maximum.
C. 
Front yard: 30 feet minimum.
D. 
Side yards: 35 feet minimum each, except 50 feet each from an abutting lot line of a single-family detached dwelling, single-family semidetached dwelling or townhouse.
E. 
Rear yards: 30 feet minimum, except 50 feet from an abutting lot line of a single-family detached dwelling, single-family semidetached dwelling or townhouse.
F. 
Height of building 40 feet maximum or 3 1/2 stories, whichever is less, except as provided in § 255-190.
G. 
Paved area setback: 10 feet, except 50 feet from an abutting lot line of a single-family detached dwelling, single-family semidetached dwelling or a townhouse.
It is the intent of this section that provision be made to ensure a reasonable choice of appropriate uses in case of the nonuse, abandonment or sale of property presently zoned for institutional use. In such an event, the Planning Commission shall consider the suitability of such tract for continued institutional use or for development within the requirements of an adjacent zoning district and shall, where deemed appropriate, recommend that the Zoning Map be amended by the Borough Council to accommodate such uses or other uses as it deems appropriate.

Off-street parking and loading regulations: (see Article XXV).
B. 
Performance standards: (see Article XXIII).
C. 
Design standards: (see Article XXIII).
D. 
Requirements for specific uses: (see Article XXIV).
