No person or persons, association, organization, firm or corporation shall hold or conduct a parade upon any of the streets in the Borough without first, obtaining a permit therefor from the Mayor. The fee for such permit shall be as set from time to time by resolution of Borough Council,[1] which shall be for the use of the Borough. Provided, the Mayor shall issue such permit, free of charge, for any parade conducted by any nonprofit, patriotic or community-service organization. Provided further, at his discretion, the Mayor may refuse a permit when he believes that a contemplated parade would be likely to lead to disorder or rioting.

Any person or persons, association, firm or corporation violating any of the provisions of this chapter shall, upon conviction thereof before the Mayor or any District Justice of the Borough, be sentenced to pay a fine of not more than $10 and costs of prosecution. Any person found guilty of violating an ordinance shall be assessed court costs and reasonable attorneys’ fees incurred by the Borough in the enforcement proceedings.
